Position Summary We are seeking an experienced Foreign-Trade Zone (FTZ) Coordinator to oversee the administration, compliance, and operational integrity of our Tucson Distribution Center FTZ. Reporting to Trade Compliance, this role serves as the on-site FTZ subject matter expert and is responsible for ensuring full compliance with U.S. Customs & Border Protection (CBP) regulations while maintaining strong inventory controls and audit readiness. The primary focus of this role is FTZ management. Limited support to broader non-FTZ global trade compliance initiatives may be required as business needs and capacity allow. Primary Responsibilities FTZ Administration & Compliance Serve as the FTZ Manager for our Tucson FTZ
Ensure compliance with 19 CFR Part 146 and all CBP FTZ regulations
Oversee and validate: Admissions (CF 214)
Inbond receipts and closures
Weekly entry filings (CF 3461 / 7501)
Zone-to-zone transfers
Exports and domestic status changes Maintain and monitor Inventory Control & Recordkeeping System (ICRS)
Ensure proper zone status designations (privileged foreign, non-privileged foreign, domestic) FTZ Inventory Integrity & Audit Readiness Reconcile FTZ inventory to ERP system (SAP preferred) and CBP reporting
Conduct internal audits and cycle count validations
Investigate and resolve inventory discrepancies
Maintain audit-ready documentation and reporting
Support CBP FTZ audits, compliance reviews, and site visits FTZ Operational Partnership Partner closely with Distribution Center leadership to reinforce zone controls
Train site personnel on FTZ procedures and compliance requirements
Maintain and update FTZ SOPs and process documentation
Identify process improvements to strengthen controls and reduce compliance risk
Support additional Trade Compliance initiatives Broader non-FTZ Trade Compliance Initiatives Support US Senior Manager where required, including: Daily US import/export operations
Broker management
HTS classification and Country of Origin determination
Other internal compliance reviews Support Mexico Senior Manager where required, including: Daily cross-border US/Mexico import/export operations
Site compliance reviews of Tucson DC inbound materials and outbound finished products to and from Mexico plants
USMCA compliance
Tucson DC and general cross-border US/Mexico CTPAT compliance Qualifications Bachelor's degree in Supply Chain, International Business, Finance, or related field
3+ years of direct FTZ experience
5+ years of general trade compliance experience
Strong FTZ knowledge of: 19 CFR 146
Weekly entry procedures
ICRS requirements Familiarity with ERP systems (SAP preferred)
Strong proficiency in Product HTS classification
Strong knowledge of Country of Origin determination and CBP valuation
Strong familiarity with general US import and export regulations
Strong analytical and reconciliation skills
Ability to work independently in a site-based compliance leadership role Applicants can expect a base compensation range of $100,000 - $140,000 annually, plus benefits and additional incentives based on the level of the role. This is the reasonable estimate that Belden believes it might pay for this job based on applicable circumstances at the time of posting. Belden may ultimately pay more or less than the posted range as permitted by law, and commensurate with the applicant's experience, qualifications, and geographical location.
