Title IV-E Analyst / Reimbursement Analyst (Child Welfare Compliance) Hybrid | Harrisburg, PA | $30/hour | Full Benefits | Actively Interviewing Urgently hiring for a high-impact Title IV-E / Reimbursement Analyst role supporting child welfare funding, provider reimbursement, and compliance across Pennsylvania. Abel Personnel is partnering with a mission-driven public sector organization seeking a Title IV-E Analyst / Reimbursement Analyst to support financial compliance, reimbursement analysis, and provider contract review related to child welfare and foster care funding. Compensation & Schedule $30.00/hour Monday-Friday | 8:00 AM - 4:00 PM | Hybrid work schedule Full benefits package Parking reimbursement Paid time off + paid holidays What You'll Do As a Title IV-E Analyst, you'll support provider reimbursement and compliance efforts tied to Pennsylvania child welfare programs and federal funding.
Responsibilities include:
Review provider contracts and financial documentation for compliance Calculate provider per diem reimbursement rates Analyze financial reports, cost data, and supporting documentation Interpret federal Title IV-E regulations and Pennsylvania policy Ensure state and federal reimbursement accuracy Provide technical assistance to providers, counties, and agency staff Communicate compliance issues and documentation requirements Track provider submissions and reporting timelines Identify trends, compliance risks, and process improvements Support policy implementation, training materials, and procedural guidance Collaborate with state agency partners and external stakeholders Travel occasionally within Pennsylvania as needed
What You Need:
Education / Experience (one of the following): ✔ Bachelor's degree (Business, Accounting, Finance Public Policy, Social Work, Public Administration or related field) OR ✔ 3+ years of experience in: Child welfare Title IV-E eligibility Foster care funding Government compliance Provider reimbursement Policy implementation Invoicing / reimbursement analysis OR ✔ 5+ years in Financial analysis Accounting Government fund management State/federal invoicing Compliance auditing Required Skills Financial analysis Strong Excel skills Microsoft Office proficiency High attention to detail Critical thinking Regulatory interpretation Written communication Verbal communication Organization Time management Independent problem-solving Ability to manage multiple deadlines Ideal Backgrounds We especially want to hear from candidates with experience in: Child welfare funding Foster care reimbursement Government grants Medicaid / Title IV-E Public sector compliance
