DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Compile and validate laboratory data and produce information for TCEQ monthly DMR reporting. Collect, review, and analyze flow data from all 38 wastewater treatment plants (WWTPs). Track and update regulatory compliance deadlines for all WWTPs. Ensure timely renewal of all TPDES permits, stormwater permits, and air permits. Compile the annual sludge report data for submittal to TCEQ Compile air emission inventory and greenhouse gas data for the Annual Emission Inventory Prepare the monthly Budget and Performance report for all WWTPs Review and interpret laboratory reports, including biomonitoring reports Manage inspections and investigations of wastewater treatment facilities Identify and report noncompliance, including monthly discharge monitoring, permit noncompliance, and unauthorized discharges. Compile various data sets in support of the Consent Decree and CIP projects. Performs training in related subject matters. Responsible for preparing flow charts, procedures and reports related to wastewater treatment plants' performance.
WORKING CONDITIONS
Extended walking on uneven or rough surfaces in outdoor environments, including exposure to Houston weather conditions. Occasional exposure to significant levels of heat, cold, moisture, and air pollution. This is a Department of Public Works Emergency Management position at the Tier 3 Level .
EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed. Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.
EXPERIENCE REQUIREMENTS
Five years of professional administrative, financial or analytical experience related to the type of work being performed are required. Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.
LICENSE REQUIREMENTS
None Preference will be given to the applicants who have the skills, knowledge, and experience below: Knowledge of wastewater regulation Proficiency in MS Excel, Words, Laboratory LIMS, HachWIMS, and Laboratory data management Interpretation, and use of analytical judgment and decision­ making abilities Strong organizational, verbal and written communication skills Ability to work effectively with all levels of management Think critically and creatively A self-starter and committed to completing tasks timely, including working additional hours and/or over the weekend as needed Effective customer service skills Ability to establish and maintain effective working relationships with employees, internal and external stakeholders •Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.•
