Starting salary for non-licensed roles is based on the candidate's relevant work experience and education. Additional considerations may be given for job-specific certifications and skills. PRE-EMPLOYMENT REQUIREMENT
The successful new hire or rehired candidate will be responsible to complete and incur the fingerprinting and processing fee of $54.50 through an appropriate fingerprinting vendor and the Colorado Bureau of Investigation, within 48 hours of offer acceptance.
RESPONSIBILITIES SUMMARY
Serve as a key member of the Financial Services team responsible for managing the daily operations of the General Accounting department, including support for all the funds within our accounting structure. Manage the property management fund and its billings, and receivables.
ESSENTIAL DUTIES AND RESPONSIBILITIES
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Manage and maintain the general ledger for the District. Ensure entries to the ledger are appropriate and as planned. Report on all aspects of the District financials, on a monthly, quarterly, and annual basis. Oversee the District's internal control structure and environment and ensure that general accounting activities and reporting are conducted in a timely manner in compliance with local, state, and federal regulations and in accordance with GAAP and the Governmental Accounting Standards Board (GASB) principles. Study and standardize procedures to improve efficiency and effectiveness of accounting processes. Determine work procedures, prepare work schedules, expedite work flow, and produce a high quality of work product that conforms with policies and procedures. Ensure documentation and transparency of procedures. Manage the property management fund for the District. Oversee billings for building use and decision making for finance and accounting policies on building use. Supervise the property management technician and billing/receivable process. Review and provide feedback to staff on journal entries and analysis of ledger items. Prepare entries as needed. Handle personnel matters relating to the accounting, grants, and school accounting support teams, including hiring, evaluating, monitoring job performance, and following district policies to address performance concerns. Review and approve all bank and balance sheet reconciliations for the District prepared by staff. Ensure timely resolution of all reconciling items, and identify unusual activities to prevent fraud. Oversee financial reporting and accounting for district assets and ensure that construction and/or facility related assets are capitalized in a timely and accurate manner. Manage the general ledger module for the financial software (currently PeopleSoft). Act as a resource to information technology for software installation, upgrades, patches, and customization needed. Maintain and coordinate computer run cycles. Provide guidance on accounting and financial issues to departments and schools. Provide high quality customer service and solicit feedback from other departments concerning processes and procedures. Interpret District and governing parties regulations affecting accounting procedures. Research and enact changes to policies or reporting as needed. Coordinate the activities of the annual financial audit and the preparation of the District's Comprehensive Annual Financial Report. Prepare, analyze, and review schedules to assist in the audit process. Ensure timely and accurate filing of state reports (.e.g, the Colorado Department of Education 40 report). Perform other duties as assigned.
EXPERIENCE 5
years' minimum experience in accounting, including 3 years' experience in supervising staff.
EDUCATION AND TRAINING
Four years' of college or equivalent advanced training to qualify for a Bachelor's degree in accounting or related field.
CERTIFICATES, LICENSES, REGISTRATIONS CPA
preferred
KNOWLEDGE, SKILLS AND ABILITIES
Extensive experience with large, complex, computerized/integrated financial systems required for hire. Ability to use computer software such as desktop productivity tools (e.g., Microsoft Word and Excel) and basic office machines (10-key, copier, etc.) required for hire. Must acquire training with PeopleSoft financial system within three months of hire. Advanced accounting skills through income statement/balance sheet preparation. Familiarity and experience with governmental accounting standards and principles. Ability to manage and motivate staff and work with all levels of the District.
SPAN OF CONTROL
Directly supervises employees in the Accounting Department. Positions supervised include the grants team, Accounting Technician, Building Use Technician, Financial Systems Data Technician, and Food Service Accountant. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems. The position is responsible for both budget development and accountability.
