- Full-time Under the direction of the Chief Financial Officer, is responsible for the day-to-day operation of the finance department (including Board Accounting and Clerk Finance), the accuracy of the monthly financial statements and for the annual financial reports for the Board of County Commissioners (BCC), the Clerk of Courts (Clerk), the Lake County Water Authority (LCWA), and the Lake-Sumter Metropolitan Planning Organization (MPO).
This position is classified as exempt from the overtime provisions of the Fair Labor Standards Act.
ESSENTIAL DUTIES
Manages and coordinates the preparation of schedules for annual external audits for the BCC, Clerk, LCWA, MPO and other agencies. Compiles and prepares the County Annual Comprehensive Financial Report (ACFR). Provides managerial oversight to the Finance Office. Ensures that all activities adhere to established standards. Evaluates and implements changes to operations. Supervises the performance of clerical accounting and professional staff in carrying out the activities of the finance department. Supervision includes training, work assignment, and review and performance evaluation. Serves as a liaison between Finance Department and other departments. Researches and resolves accounting, payroll, purchasing, and budgeting issues. Assists in the establishment of financial reporting systems and internal control procedures. Develops and recommends system/procedure improvements and/or modifications. Reviews general ledger accounts to ensure accuracy of monthly financial reports. Compiles data and performs financial analysis and/or studies to provide supervisor with information necessary for decision making. Performs other duties of a similar nature/level.
MINIMUM QUALIFICATIONS
Bachelor's degree in accounting, finance, or a related field from an accredited college or university, or an equivalent combination of education, training, and experience Six years of direct, verifiable, and related work experience in accounting or auditing. Direct experience must be sufficient to successfully perform the essential duties of the job. Certification as a Certified Public Accountant (CPA) or Certified Government Finance Officer (CGFO) required.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED
Knowledge of generally accepted accounting principles. Knowledge of statutes, regulations, policies, and procedures governing work unit. Knowledge of principles and practices of governmental accounting, auditing, and financial reporting. Knowledge of internal controls and auditing techniques and practices. Knowledge of supervisory practices including work assignment and review, training, etc. Skill in financial calculations, analysis, and reporting. Skill in organizing and prioritizing work. Skill in the operation of computer software and hardware sufficient to enter, retrieve, and manipulate data. Skill in project management. Ability to analyze data and prepare reports. Ability to fluently read, interpret, speak, write, and understand the English Language. Ability to interact professionally and maintain effective working relationships with superiors, coworkers, customers, and others.

PHYSICAL REQUIREMENTS
Sedentary work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time, but may involve walking or standing for brief periods of time.
