- Full-time Job Summary The City of Lebanon, Illinois is seeking a qualified and motivated professional to serve as its Director of Finance & Accounting.
This position is responsible for overseeing the City's financial operations including accounting, budgeting, treasury functions, payroll, audits, grants, financial reporting, and long-range fiscal planning.
Duties:
FINANCIAL ADMINISTRATION & ACCOUNTING DUTIES
Oversees all accounting and financial operations of the City. Maintains the City's general ledger and oversees all financial transactions, cash receipts, and disbursements. Prepares and posts journal entries and ensures accuracy of all accounting records. Oversees accounts payable, accounts receivable, reconciliations, and monthly balancing of accounts. Administers banking functions including deposits, wire transfers, ACH activity, investments, and bank reconciliations. Provides oversight and financial coordination related to utility billing operations for water and sewer services in collaboration with utility billing staff. Analyzes expenditures, encumbrances, revenues, and cash flow; recommends corrective actions and financial improvements as needed. Establishes and maintains internal accounting controls and financial procedures. Oversees City credit card accounts and monitors spending compliance. Responsible for cash-flow analysis and financial planning in accordance with Illinois statutes and City policy.
BUDGETING & FINANCIAL REPORTING
Coordinates and prepares the City's annual operating budget and appropriation ordinance. Assists department heads with budget preparation and financial forecasting. Works closely with the Mayor, City Treasurer, and City Council regarding financial planning and budgetary matters. Prepares monthly, annual, and special financial reports for the Mayor, City Council, and Treasurer. Prepares and publishes the Treasurer's Report and other required public financial disclosures. Prepares annual tax levy documentation, tax reporting, and related state and federal filings. Provides financial analysis and long-range planning recommendations.
AUDIT, COMPLIANCE & GRANTS
Coordinates the City's annual independent audit and serves as liaison to external auditors. Prepares audit work papers, Management Discussion & Analysis (MD&A), and related financial documentation. Ensures compliance with applicable accounting standards, Illinois statutes, grant requirements, and municipal financial reporting regulations. Administers grants including preparation, tracking, reporting, and financial compliance. Provides financial oversight and accounting support for Tax Increment Financing (TIF) districts, redevelopment agreements, and other economic development initiatives in coordination with the Director of Economic Development. Oversees bond administration and repayment schedules, if applicable. Maintains financial records and accounting related to revolving loan funds and economic development incentive programs in coordination with the Director of Economic Development.
PAYROLL, BENEFITS & ADMINISTRATIVE SUPPORT
Oversees payroll processing, payroll tax reporting, W-2 preparation, and payroll transmittals. Administers employee benefits and assists with insurance and risk management programs. Coordinates annual benefit proposals and implementation. Maintains confidentiality of payroll and personnel information. Assists with financial review and fiscal analysis related to contracts, development agreements, grants, and capital projects. Serves as Risk Management Coordinator and oversees insurance claims and reporting.
GENERAL ADMINISTRATION
Attends City Council and committee meetings as required and may prepare agendas items, reports, and presentations Responds to inquiries from elected officials, residents, businesses, and staff regarding financial matters. Collaborates with the Director of Economic Development on grants, redevelopment projects, TIF reporting, incentive agreements, and long-range financial planning related to community development initiatives. Collaborates with City staff and department heads to improve financial processes and operational efficiency. Performs other duties as assigned consistent with state statutes and City ordinances.
DESIRED MINIMUM QUALIFICATIONS
Bachelor's Degree in Accounting, Finance, Public Administration, Business Administration, or a related field from an accredited institution required. Minimum of three to five years of progressively responsible accounting or financial management experience required, preferably in municipal government. Experience with governmental fund accounting, budgeting, payroll, audits, and financial reporting strongly preferred. Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities may be considered. Preferred Qualifications Certified Public Accountant (CPA), Certified Government Finance Officer (CGFO/CPFO), Certified Government Financial Manager (CGFM), or Master's Degree preferred. Knowledge of Illinois municipal finance laws and reporting requirements preferred. Experience with TIF administration, grants management, and municipal budgeting preferred. Knowledge, Skills & Abilities Thorough knowledge of governmental accounting principles and municipal finance practices. Knowledge of budgeting, financial forecasting, investments, and auditing procedures. Knowledge of Illinois municipal finance regulations and reporting requirements. Ability to prepare and analyze complex financial reports and spreadsheets. Ability to identify accounting discrepancies and implement corrective action. Ability to communicate effectively both orally and in writing. Ability to establish and maintain effective working relationships with elected officials, employees, auditors, and the public. Proficiency with Microsoft Office Suite and municipal accounting software. Ability to handle confidential and sensitive information with discretion.

Work is primarily performed in an office environment. Requires prolonged periods of sitting and computer use. Requires the ability to communicate effectively in person, by telephone, and electronically. Occasional lifting of up to 25 pounds may be required.
