Class:
Under general supervision, an Associate Financial Analyst performs a variety of professional level analytical assignments and projects concerned with the improvement and/or implementation of financial functions, practices, and services. Incumbents in this position perform a broad range of quantitative and qualitative financial decision analysis activities related to HACLA operations and capital projects. Duties may include conducting research, analyzing data, preparing financial reports, assisting in budget development, and monitoring compliance with funding regulations and organizational policies. Examples of Essential Functions Assists in the monitoring and administration of assigned budgetary programs. Assists with collecting, organizing, and evaluating data for use in financial models and budgetary analyses. Conducts or assists in conducting analytical studies using financial and accounting concepts or techniques. Evaluates projected outcomes and alternatives using cost-benefit analysis. Prepares confidential financial reports, analyses, and recommendations in areas such as budget, financial plans, governmental requirements, statistical reports, and business forecasts. Interprets, evaluates, and analyzes financial documents, operating records, and information to provide recommendations for financial improvement and trended future requirements. Works closely with operational staff to provide regular and as-needed financial reports to support their delivery of programs. Supervises a team of support staff who assist in these duties, including training and all other tasks related to supervision. Assists with assessing HACLA's budgetary conditions and prepares financial forecasts and makes recommendations for financial planning. Consults with staff at all organization levels, representatives from organizations and groups, and the general public to give and/or secure necessary information. Assists with departmental budget preparation and/or review. Performs related duties as required.
Knowledge, Abilities, and Skills Knowledge of:
Basic principles and practices of accounting and financial analysis. Principles and practices of economics, budget preparation, trend analysis, and financial forecasting. Methods, tools, and techniques for assessing and analyzing the cost effectiveness of a variety of programs, systems, and projects.
Ability to:
Perform independent research and analysis on assigned studies. Gather, interpret, analyze, evaluate, and present a variety of financial and management analysis data. Use financial and accounting analysis techniques to make recommendations for financial improvement in a variety of scenarios. Assess economic conditions and determine economic assumptions for financial forecasts. Formulate specific objectives against which to compare and evaluate results. Define problem areas and develop and recommend effective courses of action. Prepare financial reports using databases and spreadsheet applications. Prepare complex financial statements and reports. Exercise good judgment within established policies and guidelines. Adapt to various work assignments. Meet deadlines, goals, and objectives
Skills:
Advanced use of Microsoft Office Excel Use of personal computers, software applications. Oral and written communications. Making oral presentations.
Minimum Qualifications:
Any combination equivalent to: A bachelor's degree from a recognized college or university in business or public administration, finance, accounting or closely related field
- AND•two years experience conducting financial analyses, professional financial, accounting, or budgetary experience•OR•any equivalent combination of education and experience.
Preferred Qualifications :
The ideal candidate would have budgetary experience at local public agency.
Special Requirements:
Must possess a valid California Class "C" Driver's License.
