The ideal candidates will have experience in budget development and analysis and will also be interested in working with large volumes of data. This position will be responsible for basic principles, methods and practices of municipal finance, budgeting and accounting.
WHAT YOU'LL DO
(dependent upon specific work assignments of each position ) : Participates in preparation of Citywide mid-year update and annual budget. In addition, the position will lead the Citywide preparation of the annual personnel budget in coordination with City departments and under direction of the Budget Manager Participates in fiscal year-end carryover analysis, monthly/quarterly/year-end budget to actual variance identification and analysis, and recommends any resolving actions needed Participates in ERP setup and maintenance related to budgeted accounts, projects, etc., reviews requests and recommends approval or modification Participates in Committee & Council agenda review and provides financial related recommendations to management Participates in identifying and testing new ways to utilize OpenGov budget software to enhance the budget production and monitoring processes Leads technical OpenGov budget software annual and mid-year budget instance set-up requiring timely and accurate reconciliation of large volumes of data Coordinates with external consultants and internal departments as needed and leads input to City systems including reconciliation of Cost Allocation Plan (CAP) Updates and Internal Service Fund allocations required during the annual budget process Perform other duties of a similar nature and level as assigned

DISTINGUISHING CHARACTERISTICS
This classification is distinguished from the Administrative Services Analyst in that it performs advanced professional financial, managerial and/or operational analysis work and/or provides professional program analysis, evaluation and administration. May lead professional level staff and may serve as a designated subject matter expert.
SUPERVISION EXERCISED / SUPERVISION RECEIVED
Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of any unusual or irregular issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management. May supervise paraprofessional staff and less than two professional staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures.
WORK SCHEDULE
The normal work week is Monday through Thursday 8:00am to 6:00pm and alternating Fridays 8:00am to 5:00pm. Depending on the work assignment staff may be assigned to a shift that is outside the standard work hours. In addition, this position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs. The standard work environment varies depending on assignment but is typically either primarily in an office setting or out in the field. The City does not offer hybrid or remote work. Essential Functions This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department. Performs advanced professional financial, managerial and/or operational analysis work; supervises and oversees paraprofessional and professional staff in assigned area; may assist in training staff and serving as a lead worker Provides programs management in assigned area; provides analytical support and coordination of special projects, as assigned. Responds to inquiries from internal and external customers; conducts research, audits and/or assessments; provides information, guidance and materials in support of designated programs; troubleshoots issues and resolves problems; and, provides project staff support, liaison services and/or general oversight to designated committees, external stakeholders or project teams. Monitors and ensures compliance with policy, procedures, standards and/or regulations. Gathers information, analyzes and compiles data, identifies requirements and trends, and presents findings; prepares, updates and maintains records, reports, presentations, and databases. Participates in the development, implementation, monitoring and evaluation of assigned division, program, and/or project budgets and expenditures. Provides procurement recommendations and assists in purchase acquisitions. Performs other duties of a similar nature and level as assigned.
POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE
Positions assigned to fiscal analysis may be responsible for: Providing accounting, budget, financial management and financial reporting/analysis in accordance with Generally Accepted Accounting Principles (GAAP); Researching discrepancies and reconciling funds and accounts; Preparing financial reports; Analyzing and forecasting expenses and revenues Reviewing and approving requisitions Overseeing daily operations, initiative or projects; Lead project development, design, coordinate and implement programs; Preparing cost estimates, forecasts, financial analyses and financial statements; Preparation of the ACFR, including financial statements and schedules; Preparing and coordinating annual budget preparation; Assisting customers with financial and accounting issues; Recommends policies and procedures; Serves as second level of approval for expenditures, budget requests and support documentation. Positions assigned to management analysis/program administration may be responsible for: Perform professional advanced journey-level analysis policy support and program/project administration; Lead project development, design, coordinate and implement programs; Manage projects; Conduct financial analyses Administer contracts; Prepare agenda items for City council and other boards and commissions; Compile and analyze data; Prepare complex reports; Represent the city in professional meetings and/or with other agencies; Write grant applications; conduct surveys; Recommend policies and procedures; Participate in the design of new and revised programs, systems, procedures and methods of operations; Coordinate and review transactions; Plan and coordinate safety programs and emergency plans, as assigned; Perform injury/accident investigations, as assigned; Assist with deterring reasonable accommodations, as assigned. Minimum Qualifications The following are the minimum qualifications necessary for entry into the classification:
EDUCATION
: Bachelor's degree in business administration, finance, accounting, public administration/policy or a related field
EXPERIENCE
Three (3) years of journey-level professional experience in area of assignment
LICENSING/CERTIFICATIONS
Valid California Class C Driver's License with a satisfactory driving record

NOTE:
For most positions, the City of Oxnard relies on office automation (Microsoft Office/Google) and web-based enabled tools. Candidates must be proficient and comfortable with computer use to perform functions associated with ongoing work. Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions. Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis. This position requires a 12-month probationary period. Internal applicant probationary periods will be governed by the applicable MOU. NOTE:

Retirement Contributions:
New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.
Safety Designated Positions:
New members (as defined by PEPRA), 2.7% @ 57; "Classic" members 3% @ 50. The employee will be required to pay a portion of their annual earnings toward their retirement depending on their relevant MOU. The City of Oxnard does not participate in social security.
Vacation/Annual Accrual Rates:
Leave accrual rates vary between 6.24 - 11.78 hours per pay period based on years of service.
Administrative Leave:
Management employees are not compensated for overtime worked. However, the department director may authorize up to 40 hours of administrative leave in one year.
Deferred Compensation:
The City contributes 1% of employee salary to a 401(a) plan of its choosing. Retirement Health Savings The City contributes 1% to a retirement health savings account.
Bilingual Pay:
A regular full time employee may receive bilingual pay at the rate of $50.00-$100.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee.
Health and Dental:
Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below: Level One - For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City's monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee. If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two. Level Two - For employees hired on or after January 1, 2023, the City will contribute $2,054 per month towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will provide $66.80 per month towards dental insurance.
Holidays:
The City observes 12 holidays per year
Life Insurance:
City employees receive Basic Life Coverage ($7,500) + 1 times annual salary 100% paid by the City. Employees also have the option to purchase additional insurance.
Tuition Reimbursement:
Full-time employees are eligible for 100% reimbursement for work-related coursework up to a maximum of $5,000 per fiscal year.
