Job Description

Role Overview The Business Analyst / Programmer (BAP) will support the Florida Planning, Accounting, and Ledger Management (Florida PALM) system. This role acts as the intermediary between Commerce and the Florida PALM Project, focused on designing technical and process solutions that meet user and business needs during the PALM transition. Key Responsibilities Serve as the primary liaison between Commerce and the Florida PALM Project, understanding user needs and proposing appropriate technical solutions. Develop deep expertise in the supported program area(s) and a thorough understanding of Florida PALM systems and capabilities. Analyze Commerce s existing operational processes to identify strengths, weaknesses, and opportunities to automate manual work and enhance system functionality. Lead and support business process redesign efforts, documenting current and future-state processes to align with new technology and PALM requirements. Translate high-level business requirements into detailed functional specifications and manage changes to those specifications throughout the project lifecycle. Stay current on relevant technology trends and leverage this knowledge to recommend solutions that improve Commerce s efficiency and competitive edge. Assist with other duties related to the transition to Florida PALM, including testing, training support, and cutover readiness activities. Convert existing internal processes built in MS Access and SQL Server to solutions leveraging SQL Server Analysis Services (SSAS), Alteryx, SharePoint, and Tableau. Ensure that mission-critical processes and reports continue to function properly after the PALM launch date and that readiness tasks maintain momentum. Required Knowledge, Skills, and Experience Knowledge and experience with the Florida Planning, Accounting, and Ledger Management (PALM) Project. Knowledge of the Florida PALM implementation timeline and Readiness Workplan activities. Relevant technical or business experience working with MS Access and SQL Server, including migration or integration to SQL Server Analysis Services, Alteryx, SharePoint, and Tableau. Experience managing and completing complex projects that span both IT and business domains. Strong skills in business process analysis, requirements gathering, and documentation. Proven ability to translate business requirements into clear functional and technical specifications for development and reporting teams. Solid data analysis and problem-solving skills, with the ability to identify and address process and system issues. Excellent communication and stakeholder management skills, including the ability to work with both technical and non-technical audiences.
