Independently performs and examines financial management functions to ensure internal and external accounting systems and administrive controls are sufficient to confirm th obligions and disbursements comply with applicable laws, and th funds are safeguarded against waste, loss, and misappropriion. Aggreges da from multiple financial and accounting systems and sources in order to directly or indirectly provide the Comptroller, Wing Commander, United Stes Property and Fiscal Officer (USPFO), Nional Guard Bureau (NGB), Unites Stes Air Force (USAF), DFAS, Department of the Treasury and senior level management with accure and timely financial reporting. Ensures the proper documention, accounting, and auditability of funds, and their traceability to the USPFO in accordance with Department of Defense (DoD) regulions and/or applicable laws. (25%) 3. Analyzes and accurely processes financial services transactions (i.e., payroll, debts, and miscellaneous entitlements) while applying quality assurances techniques. Resolves complex functional problems within the pay system for affected customers. Develops recommendions for actions under uncertain conditions with short and rapidly changing program deadlines. Facilites the resolution of intrice entitlement discrepancies for serviced customers, and ensures proper interfaces with approprie DoD agencies and federal financial systems. (15%) 4. Executes full spectrum pay and entitlement operions (Military Pay, Civilian Pay, Accounting, and Travel Pay). Provides expert interpretion on DoD and DFAS regulory and administrive guidelines in accordance with generally accepted principles. Interprets policies and collabores with the financial management enterprise to facilite best practices and compliance assurance. (15%) 5. Analyzes and measures the effectiveness and efficiency of financial operions; reliability of financial reporting; compliance with policies, regulions, applicable laws and guidance; and ensures th internal controls are in place. (10%) 6. Determines the legality of entitlements/collection actions and provides decision support to the Financial Manager. Processes da and performs broad-in-depth financial analysis of interreled accounting, military and civilian pay, accounts payable and receivable, and various travel entitlements to resolve especially difficult and sensitive, out-of-balance conditions associed with processing actions within Financial Management systems. Analyzes and evalues da to conduct a variety of fiscal reconciliions, reviews, and account adjustments. Analyzes diverse financial management technical methods, techniques, precedent cases, and procedures to resolve an extensive range of difficult financial issues or problems. Reconciles Resource Center Manager (RCM) accounts ensuring da integrity. Coordines with the Defense Finance and Accounting Service (DFAS) and posts valided accounts to the General Ledger. Resolves pay and entitlement problems unique to the customer. Manages and executes internal control procedures to protect against fraud, waste, and abuse. (10%) Performs other duties as assigned. GENERAL EXPERIENCE
: Must have general experience, educion or training in collecting and analyzing da effectively, efficiently, and accurely. Skill in applying procedures and directives by reading and interpreting program merial. Skill in presenting formal training presentions and briefings. Ability to prepare reports and presention forms.
SPECIALIZED EXPERIENCE
: Must have least 1 year equivalent to next lower-level grade, experiences gained through technical training schools are included in the one-year on-the-job experience. Must have fundamental working experiences with a valided understanding of the basic principles and concepts of the occupional series and grade. The applicant's educional degree study program or military or civilian academic courses may substitute for some specialized experience. Applicants who have the 1 year of approprie specialized experience, as indiced in the table, are not required by this standard to have general experience, educion above the high school level, or any additional specialized experience to meet the minimum qualificion requirements.
OR Educion:
Must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level gradue educion leading to such a degree. The awarded college degree should be in one of, or a combinion of the following disciplines: accounting, business, finance, economics, mh, stistics, industrial management, marketing, quantitive methods, or organizional management.
OR Combinion:
A combinion of Specialized Experience and Educion as described above. Only gradue educion in excess of 1 full year of gradue level educion may be used when combining educion and experience to meet the total qualificion requirements.
PART-TIME OR UNPAID EXPERIENCE
