Full-time; twelve-months/year Position Summary The Operations Financial Analyst performs various complex fiscal, budgetary, administrative, and secretarial duties requiring a keen awareness of all state and district financial oversight requirements and serves as a critical bridge between IT, Operations, and Finance, providing data-driven insights to optimize district technology investments. Daily work involves managing multiple local, state and capital budgets, maintaining accurate and up to date budget data using Linq, requesting vendor quotes, generating contracts, requisitions, invoices, budgetary reports, informational data via hard-copy and computerized records and files, handling a large volume of routine inquiries from members of the IT, Operations and Finance departments, and drafting a variety of informational documents, spreadsheets and correspondence using a variety of word processing, spreadsheet, and file maintenance programs. Additionally, responsibilities will include additional grant and federal funded filing tasks and capital fund fiscal management tasks as directed by administration. Essential Duties Budgetary Analysis & Reporting
Forecast &Trend Analysis:
Develops sophisticated reporting and forecasting tools to analyze expenditure trends and provide data-backed recommendations to IT/Operations leadership.
Categorical Fund Management:
Reconciles monthly reports for multiple budget codes to ensure Federal, State, and Capital funds are utilized to total capacity while maintaining audit-ready records. Fiscal Reporting Summarizes complex fiscal information into charts, graphs, and comprehensive reports for annual applications and district audits. Summarizes data from various budget codes into comprehensive reports with limited instructions as required for auditing purposes of categorical funds and continued funding. Works closely with the budget/finance division team to ensure accurate financial reporting and data spreadsheets for all expenditures, including preparing documents for review. Procurement &Compliance
Procurement Lifecycle:
Manages the creation of quotes, contracts, requisitions, purchase orders, and invoice payments ensuring all purchases have appropriate funding and meet equitable stewardship standards according to applicable laws, rules, procedures, and regulations of the State of North Carolina and the CHCCS Board of Education. Confirms all itemsreceived as orderedand prepares documentation of incoming ordersfor distribution to district offices and/or school sites. Submits signed approval documentation and invoices to appropriate IT / Operations leadership and accounts payable staff for processing payment.
Budget Transfers:
Assists leaders by preparing budgettransfer requests to ensure sufficient funds for expenditures are in the appropriate budgetline. Submits budgettransfer requests to Finance. Federal funding/
Grants Coordination:
Leads specific federal and grantfiling tasks and manages capital fund fiscal requirements as directed by administration (i.e.

E-rate, Safety Grant)
Vendor Relations:
Acts as the primary liaison for vendors to resolve billing discrepancies and track the status of high-volume technology orders. Administrative &Financial Oversight (IT)
Inventory Integration:
Coordinates with IT Administration to ensure the procurement of hardware and software inventory is reflected in the current asset management system.
Process Improvement:
Proactively identifies and drives improvements in financial workflows, including the creation of standardized reporting templates. (IT)
Budget Oversight:
Establishes and maintains financial databases (LINQ), spreadsheets, and daily/monthly balances for all categorical fund expenditures, staff development/travel reimbursements, and description of items ordered for departmental planning, management purposes, and district, state or federal requirements. Maintains records of numerous financial transactions throughout the fiscal year.
Customer Service:
Maintains positive customer relations. Acts as a point of contact for telephone calls and visitors; makes appointments; facilitates financial problem-solving; gives detailed information regarding department financial activities and programs.
Meeting Attendance and Participation:
Attends all district bookkeeper meetings andany budget related IT/Capital staff meetings. Education/Experience Requirements Bachelor's Degree in accounting or business administration with 2-3 yearsof experience OR an Associate's Degree in accounting or business with five or more yearsof training and experience 1-3+ yearsof business financeor other relevant experience Previous experience using school district financial software (i.e.

LINQ) preferred. Advanced knowledge and strong fluency with word processing and spreadsheet formulas and functions; preferred experience working withGoogle documents Strong equitable analytical and data-gathering skills Self-starter withexcellent interpersonal communication and problem-solving skills Ability to multitask, prioritize responsibilities, and work independently Ability to communicate effectively with excellent verbaland written communication skills. Ability to function independently while working in a highlycollaborative environment as an effective team player. Ability to think strategically, identify, and equitably solve problems. A desire to learnand a commitment to excellence.
