The Department of Finance and Administration (DFA) is the State of New Mexico's central fiscal and administrative agency, responsible for statewide budgeting, accounting, financial reporting, cash management, payroll, procurement oversight, and policy development. Within DFA, the Financial Control Division (FCD) serves as the state's primary authority for accounting operations and financial control, ensuring compliance with statute, accounting standards, and statewide fiscal policy. The bureau supports state agencies by managing warrant cancellations, ACH and payroll transactions, allotments, interagency transfers, refunds, vendor relations support, and General Fund accounting activities, while also providing technical guidance and operational support to agencies and other DFA divisions. Why does the job exist? This position exists to ensure the accurate, timely, and compliant processing of critical statewide financial transactions administered by the Financial Control Division (FCD). The role provides operational oversight and technical execution for warrant cancellations, ACH returns, and payroll-related bank transactions; serves as a key point of coordination between DFA, the State's fiscal agent bank, and state agencies; and review and approve Vendor Relations entries of supplier into SHARE. In addition, the position supports the integrity of statewide cash management and budget execution by processing monthly allotment payment vouchers, facilitating operating transfers between agencies, and assisting with accounting functions related to the General Fund, including allotments, transfers, and refunds. These duties are essential to maintaining accurate fund balances, ensuring proper application of legislative appropriations, and supporting the State's financial reporting and audit requirements. The position also provides operational backup and customer service support to Operations Bureau and the FCD distribution center, helping ensure continuity of payment processing and issue resolution across DFA's accounting and disbursement functions. Collectively, this role helps safeguard the State's financial operations, supports agency compliance with statewide accounting policies, and reduces fiscal risk by ensuring that high-volume and high-impact transactions are processed correctly and on time. How does it get done? This position is responsible for processing and overseeing warrant cancellations for A, B, and D warrants through both the State's fiscal agent bank and the SHARE system, ensuring transactions are accurate, timely, and compliant with statewide accounting policies and procedures. The role monitors ACH activity on a daily basis, identifies returned transactions, and coordinates necessary corrections with state agencies and the fiscal agent bank to ensure proper settlement of payments and minimize financial risk. The position also supports payroll-related banking functions, including bi-weekly payroll wire transfers, and assists in resolving payment exceptions and discrepancies as they arise. Minimum Qualification Bachelor's Degree in Accounting, Finance, Auditing, or Business Administration and two (2) years directly related work experience in accounting, auditing, finance, and/or budgeting. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience. Employment Requirements State issued ID or Driver's License. Pre-employment criminal background check is required, and employment is conditional pending results. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
