The Petroleum Storage Tank Bureau (PSTB) is seeking a highly skilled budget analyst to support the division's mission of protecting public health and the environment through sound financial stewardship and strategic fiscal management. This position serves as the primary financial resource for the bureau and is responsible for ensuring the effective administration, oversight, and accountability of all financial activities supporting PSTB operations, programs, and regulatory initiatives. By managing and analyzing federal, state, and special revenue funding sources, this role helps ensure resources are aligned with bureau priorities, grant requirements, and long-term operational goals. The position provides critical financial analysis and budgetary support that enables informed decision-making and efficient program delivery. Responsibilities include overseeing budget development and monitoring, ensuring compliance with applicable funding and procurement requirements, supporting contract and grant administration activities, and maintaining accurate reconciliation of expenditures and revenues. This role also contributes to the bureau's annual appropriation request and operating budget process, helping sustain the financial integrity and operational effectiveness of PSTB programs. How does it get done? Serves as the primary financial liaison for the PSTB, coordinating with federal funding agencies and ensuring compliance with grant and funding requirements Develops, monitors, and manages the bureau's operating budget, including federal, state, and special revenue funding sources, to support program goals and fiscal accountability Assists in preparing the bureau's annual appropriation request and operating budget submissions by providing financial analysis, projections, and supporting documentation Oversees financial tracking and reconciliation activities, including expenditures, invoices, contracts, and intra-state funding transactions, to ensure accuracy and timely processing Provides guidance and technical support to bureau staff on budget processes, contract administration, and use of the Statewide Human Resources Accounting Reporting (SHARE) financial system Collaborates with the RPD Program Financial Manager and PSTB Bureau Chief on financial planning, reporting, and strategic fiscal decision-making affecting bureau operations and programs Who are the customers? Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience. Employment Requirements Must possess and maintain a valid driver's license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
