Job Description
The Company The Stege Sanitary District protects public health and the environment for the communities of El Cerrito, Kensington and a portion of Richmond, through planning and operation of a safe, efficient and economical wastewater collection system. The Role The part-time Senior Management & Financial Analyst provides data‑driven financial insights, supports budgeting and forecasting processes, and strengthens organizational financial decision‑making. The position reports to the Assistant General Manager/Finance Director, aligning financial strategies with business goals. Success is determined by accuracy and timeliness of financial reports and analyses, improved forecasting reliability and budget performance and strong financial processes, controls, and data integrity. Position Responsibilities Monitor budget performance and provide variance explanations. Assist in developing the annual operating and capital budgets. Support multi‑year financial planning and cash‑flow projections. Assist in preparing financial reports and dashboards. Analyze revenue, expenses, variances, and trends to support leadership decisions. Maintain and update financial models, forecasts, and scenario analyses. Maintain financial datasets, spreadsheets, and reporting tools. Improve data accuracy, reporting automation, and workflow efficiency. Support implementation or optimization of financial software. Conduct cost‑benefit and ROI analyses. Evaluate fee structures and rate models. Assist with audit preparation and documentation. Support adherence to financial policies, procurement rules, and regulatory requirements. Help strengthen internal controls and financial procedures. Work with upline on risk management and payroll As assigned to support a strong financial position Minimum Qualifications Bachelor's degree in Finance, Accounting, Economics, Public Administration, or related field. 5+ years of experience in financial analysis, budgeting, or accounting with knowledge of GASB. Public sector experience Strong Excel skills; experience with financial systems preferred. Ability to translate financial data into clear, actionable insights. Proficient in accounting software and ERP systems Excellent written and verbal communication skills Experience processing payroll with ADP, a plus Knowledge • Safe work practices, occupational hazards and standard safety procedures Physical Demands & Working Conditions The physical demands described here are representative of those an individual must meet in order to successfully perform the essential functions of this job.
