The Financial Analyst II reports to the Director of Data, lResearch and Modeling within the Provider Finance Hospitals department. The Financial Analyst II performs highly complex financial analysis work and modeling related to various Health and Human Services Commission (HHSC) projects. Work involves compiling, reviewing, analyzing, and evaluating financial data; preparing reports and responding to inquiries; and recommending appropriate action to resolve financial and regulatory problems. Work also involves compiling, reviewing, analyzing, and evaluating financial data to project anticipated reimbursement rate implications related to policy changes, legislative changes and modifications to services and deliverables related to the HHSC client services programs. Work also involves planning, developing, and implementing the coordination of updates to HHSC Provider Finance Department staff. Works under limited supervision, with considerable latitude for the use of initiative and independent judgement.
Essential Job Functions (EJFs): Analyzes and reviews financial data, processes and systems related to various HHSC projects and financial programs. Conducts inspections and reviews of financial information related to various supplemental payment programs and reimbursement rate structures to determine compliance with state and federal policies, regulations and HHSC processes.
Develops financial objectives and strategies.
Develops and implements financial policies and procedures internal to the HHSC Provider Finance Department. Ensures compliance with established procedures, requirements, laws, and regulations; completeness of data; and presence of adequate documentation. Provides interpretation on technical questions of financial and regulatory compliance with applicable state and federal statutes and regulations.
Provides input in the development and integration of new financial programs and procedures for calculating provider reimbursements.
Performs related work as assigned. Knowledge, Skills and Abilities (KSAs): Knowledge of state and federal laws and regulations relating to financial compliance and accounting theory (Generally Accepted Accounting Principles).Knowledge of hospital reimbursement methodologies and rate development.
Ability to create data visualizations, including data models and calculations.
Knowledge of cost accounting principles and practices. Skill in statistical analysis processes.
Skill in gathering, assembling, correlating, and analyzing financial data to interpret statutes; to analyze, evaluate and summarize financial and management records for accuracy and conformance to policies, procedures, regulations, and HHSC contractual provisions; and to prepare concise correspondence and /or reports regarding findings.
Skill in the use of a computer and applicable software and in data modeling and visualization (Excel, Tableau, SASViya).
Skill in the use of relational databases.

Initial Screening Criteria:
Graduation from an accredited four-year college or university with major coursework in accounting, business administration, finance, economics, or a related field.
Experience in financial modeling, forecasting, or provider reimbursement preferred.
Experience and education may be substituted for one another. Prior experience in finance or related position. Medicaid program experience.
Experience with data visualization tools such as Tableau preferred.
Experience with BusinessObjects preferred.
Advanced MS Excel skills preferred.
Medicaid experience preferred. Additional Information:
