JOB DESCRIPTION
The Army Navy Business Group currently has a career opportunity for a financial and contracts subject matter expert (SME) to provide support to Commander, U.S. Fleet Forces (USFF) for the Navy's Live, Virtual, and Constructive (LVC) program in Norfolk, VA. The ideal candidate will be an experienced analyst and subject matter expert (SME) in naval training events and exercises. Echelon III or higher staff experience and a working knowledge or understanding of U.S. Navy fleet training programs and the Optimized Fleet Response Plan (OFRP) are a must for this position. In addition, he/she will have excellent public speaking, presentation, and time management skills, as well as at least eight (8) years of applicable program analyst experience in: U.S. Navy fleet and/or Joint training operations, policy, doctrine, systems, and staff procedures, including an understanding of the Optimized Fleet Response Plan (OFRP), Fleet Response Training Plan (FRTP), Fleet Training Continuum (FTC) and other Navy training policies Managing/ prioritizing large, complex projects involving numerous stakeholders Team and/or project leader Leading working groups and cross functional teams Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables Engaging Senior Staff at the Flag Officer/Director/Manager level in both written and oral format Conducting fleet training analysis/assessment to identify gaps, training needs and solutions Specific Functional Area duties include, but not limited to: Assist with the analysis and monitoring of the Planning, Programming, Budgeting, and Execution System (PPBES) for programmatic funds. Assist with the collection, analysis, and reconciliation of financial and programmatic data for periodic and trend reporting. Assist with the development of annual Program Readiness Review (PRR) briefings for OPNAV Resource Sponsors. Provide informed and clearly articulated responses to financial data calls. Provide financial subject matter expertise during the development of Requirements products (POM, PBR, etc.). Support acquisition management activities and assist with the preparation of contract reviews, including the Services Requirement Review Board (SRRB). Maintain familiarity with relevant acquisition regulations and policy. Qualifications
REQUIRED BACKGROUND / EDUCATION / SKILLS
U.S. citizen with Bachelor of Arts or Science degree and Top Secret clearance 5 years of experience with DoD financial management, specifically within the PPBE system Experience with DoD acquisition processes and contract management Proficiency in analyzing financial data and preparing reports Superior writing and verbal communication skills and ability to work independently and closely with senior personnel
DESIRED BACKGROUND / EDUCATION / SKILLS
Experience as an Echelon III (or higher) staff action officer Familiarity with OFRP, FRTP, and FTC Comprehensive knowledge of Fleet training support requirements, including pre-deployment and sustainment Demonstrated knowledge of and experience with military operational and training exercises
