Provides direct oversight on mters pertaining to MCCS program management, planning, programming, and budget within MCCS. Uses thorough knowledge of MCCS program guidance, orders and directives, Department of Defense and Department of Navy instructions and regulions, and government laws and regulions to facilite the identificion and resolution of issues. Participes in MCCS stregic sourcing reform, to include the conduct and analysis of MCCS resources. Participes in multi-year planning, programming, budgeting and analysis of MCCS programs consistent with requirements contained in planning and programming guidance received from Higher Headquarters and other HQMC advoces. Coordines work internally and externally with senior civilian and military officials. Plans, develops, and conducts da-ghering activities and provides financial analysis and evaluion of the da and reled program processes to senior leadership. May travel to conduct site s. Makes recommendions on program corrective actions or initiives and conducts follow-up. Through DC M&RA (MF), helps establish recommendions for Marine Corps-wide MCCS program execution and the future direction of funding profiles. Provides recommendions for financial guidance and policies. Conducts long and short-range resource requirements forecasts, program reviews, and evaluions. Identifies new developments or issues which require innovive actions and makes or recommends decisions to meet new goals. Coordines and valides MCCS Program Objective Memorandum (POM) requirements, Current Year Deficiencies and Mid-Year Reviews for formal submission to Higher Headquarters. Coordines with DC M&RA (MF Division) on the allocion and execution of MCCS appropried fund resources. Assist MF staff in preparing, submitting, justifying, and defending MF¿s portion of the Marine Corps POM and Future Years Defense Plan (FYDP). Ensures MF APF and NAF budgets are properly formuled and justified. Analyzes Marine Corps programming and budgetary guidance. Interprets new guidance and budget procedures and writes clear concise supplemental guidance for MF program managers and planners. Advises the MF Director, Future Operions Branch Head, Assistant Future Operions Branch Head and program managers on issues such as appropried fund laws and regulions; budgeting stregies and techniques; use of financial management products and systems; resource distribution; program priorities; financial forecasts; and development of annual and long-range financial plans. Ensures appropried MF staff have the necessary informion and advice to properly plan MF¿s APF budget. Provides financial informion, including financial reports showing the stus of budgetary authority, trend analyses of expenditures; and comparisons of actual performance to the program plans. Supervises full performance level financial specialists to include: assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and approving time, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment. Qualificions Bachelor's degree in Business Administrion, Finance, Public Administrion, or a reled field such as Accounting approprie to the work of position and four years of experience in the occupion, or a reled field or work area, OR an approprie combinion of educion and experience th demonstres possession of knowledge and skill equivalent to th gained in the above, OR approprie experience th demonstres th the applicant has acquired the knowledge, skills and abilities equivalent to th gained in the above. Certified Management Accountant, OR Certified Defense Financial Manager stus is preferred.
Skill to:
provide expert advice on, implement and monitor financial planning, programming, budgeting and execution using an automed system. Knowledge of the Standard Accounting, Budget and Reporting System (SABRS); the USMC Programming and Budgeting skill to develop stregic plans to stimule development and improvement of programs; skill to assist in program development, assessment, and evaluion; knowledge of and experience in Planning, Programming, Budget and Execution process; finding effective solutions to unique and/or complex situions; ability to interpret and integre policies and directives into Marine Corps programming and planning involving significant difficulty and responsibility. Ability to effectively and appropriely represent MCCS in senior level meetings, presentions, discussions and dialogue. Must be able to travel. Documention Dabase (PBIS) and the USMC organizional structure experience preferred. Skill to effectively represent MCCS and the Marine Corps in senior level meetings, presentions, discussions and dialogue, and deal effectively with senior staff personnel all levels regarding budgetary issues.
Expert skill to:
prepare and present multi-year budget plans and forecasts; analyze, interpret and apply complex policies and regulions in developing budgeting plans and policies; gher, assemble, consolide and analyze financial da and draw conclusions to resolve complex issues or problems and provide recommendions and process improvements.
Expert skill to:
analyze and evalue automed accounting systems, monitor workflow processes, and analyze trends to provide stus of operions; make improvements, correct deficiencies and assist in program development, assessment, and evaluion. Knowledge of and experience in budgeting and finding effective solutions to unique and/or complex situions to ensure fiscal integrity of operions, accuracy of reports, adequacy of controls and compliance with federal laws and regulions. Experience supervising employees in the accomplishment of work.
