Full Job Description Location:
Springfield, VA Clearance Required:
US Citizenship and an active TS/SCI or TS/SCI w/polygraph. If polygraph is not held, candidates must be willing to take a polygraph.
Position Description:
Focuses on the development and analysis of the Program, Planning, Budgeting, and Execution (PPBE) process. Uses established methodologies and tools to create data-driven financial models that support the government's financial and acquisition planning and decision-making.
Duties may include:
Leading the contractor team in preparing and justifying complex budget submissions to include congressional narrative preparation and reviewing strategy documentation to develop long-range funding strategies and what-if drills for the government. Providing expert oversight and analysis of the prime contractor's Earned Value Management System (EVMS), performing data validation, and presenting detailed variance analysis and trend reports to the government. Developing and presenting expert financial information and formal recommendations to government leadership on status of funds, unfunded requirement requests, long range programming profiles, cost-benefit analyses, affordability assessments, and the financial implications of programmatic or technical decisions. Managing the financial health of the program on behalf of the government, including leading efforts to identify and resolve funding shortfalls and other budgetary issues. Prepare and route funding documents.
Required Skills:
Bachelor's degree. A minimum of 8 years of experience providing federal financial management support. Expert knowledge of the PPBE process and demonstrated expertise in EVM analysis (ANSI-748). Demonstrated experience with Microsoft Office applications.
