Area II:
All Members of the Vermont Air Nional Guard. Duties Help 1. Independently performs and examines financial management functions to ensure internal and external accounting systems and administrive controls are sufficient to confirm th obligions and disbursements comply with applicable laws, and th funds are safeguarded against waste, loss, and misappropriion. 2. Aggreges da from multiple financial and accounting systems and sources in order to directly or indirectly provide the Comptroller, Wing Commander, United Stes Property and Fiscal Officer (USPFO), Nional Guard Bureau (NGB), Unites Stes Air Force (USAF), DFAS, Department of the Treasury and senior level management with accure and timely financial reporting. Ensures the proper documention, accounting, and auditability of funds, and their traceability to the USPFO in accordance with Department of Defense (DoD) regulions and/or applicable laws. 3. Analyzes and accurely processes financial services transactions (i.e., payroll, debts, and miscellaneous entitlements) while applying quality assurances techniques. Resolves complex functional problems within the pay system for affected customers. 4. Executes full spectrum pay and entitlement operions (Military Pay, Civilian Pay, Accounting, and Travel Pay). 5. Analyzes and measures the effectiveness and efficiency of financial operions; reliability of financial reporting; compliance with policies, regulions, applicable laws and guidance; and ensures th internal controls are in place. 6. Determines the legality of entitlements/collection actions and provides decision support to the Financial Manager.

This is a Financial Management Level 2 Certified position IAW the Nional Defense Authorizion Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certificion. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportion as approprie to perform temporary duty assignments. SPECIALIZED EXPERIENCE GS-09

Specialized experience which includes knowledge of the overall DFAS mission and functions, operion, and relionships to other agencies to respond to special inquiries and task organizions for informion and responses. Ability to apply fact-finding and investigive techniques to perform studies and analysis of da and the ability to research and analyze directive and regulions to assess their impact on current and planned operional initiives. Skill in preparing reports and in organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendions. Knowledge of regulions, principles, higher HQ directives and guidance pertaining to determinion of financial requirements using a variety of methods. Knowledge of and skill in analytical reasoning and the ability to apply th skill to the identificion, analysis and resolution of financial challenges.
SPECIALIZED EXPERIENCE GS-11

Knowledge of and ability to gher, assemble, analyze and prepare both short and long term stregy for presenting, explaining, and documenting budget requests and justifying to management officials.
