Job Description
RESIDENCY
Candidates must have been legal residents of the following jurisdiction(s) for at least four months immediately preceding the date of the application: Livingston County, or One of the followingCounties:
Allegany, Genesee, Monroe, Ontario, Steuben or WyomingAPPLICANT QUALIFICATIONS
In order for an application to be approved, the applicant must clearly show the training, education, experience, and/or licensure/certification stated in the Typical Qualifications. All qualifying information must appear on the application form. No credit will be given for a Work Experience description that is unclear.COLLEGE CREDIT HOURS
If the applicant is required to have completed a number of college credit hours in a specified field of study, the applicant must submit a copy of their unofficial college transcript with the application. If the applicant is hired, the applicant will be required to have their official transcript directly sent to the Livingston County Human Resources Department. The original transcript must be received by the Livingston County Human Resources Department before completing the onboarding process.RELATED COLLEGE DEGREE
If the applicant is relying on a related college degree to qualify, the applicant must submit a copy of their unofficial college transcript with the application. The work involves following generally accepted accounting procedures in the maintenance and review of financial accounts and records of the appointing authority and assists the Director and/or any higher level financial personnel, if applicable, with grant applications, third party billing, budgeting, purchasing, and contract oversight. Supervision is exercised over subordinate personnel as specified by the appointing authority. The work is performed under general supervision of the assigned supervisor. A Finance Supervisor does related work as assigned. Plans and oversees the collection, tabulation, and analysis of financial data related to the appointing authority; Works closely with appropriate appointing authority staff to prepare requests for bids and reviews bids to make recommendations to the appointing authority regarding contractors; Monitors contracts during their terms to ensure that the services provided and billings are in conformity with the contract and reports any problems to the appointing authority; Reviews and studies grant materials to determine potential applicability to the department's programs and alerts the appointing authority to any grants for which the department may be eligible; Provides the appointing authority with all necessary financial data in order to apply for grants; Prepares grant applications for review by the appointing authority; Oversees the third party billing to health insurance providers, Medicare, and Medicaid; Prepares and conducts staff training as directed; Assigns, reviews, and records work done; Supervises clerical and subordinate financial staff; May monitor the budget throughout the year and keep the appointing authority informed of the status of actual spending as compared to the budget; May assist the appointing authority with the preparation of the budget by providing all requested financial information, preparing projections regarding future spending, and preparing draft portions of the budget as instructed by the appointing authority; May supervise, direct, and/or participate in the posting of original entry material into journal or ledger; May oversee all other bookkeeping operations; May prepare and maintain policy and procedures manual and ensures that the manual is in compliance with State and Federal requirements; May compile data for and prepare monthly financial statements as well as reports for federal, state, and local agencies; May oversee and/or participate in the reporting of expenses, revenues, vouchers/bills, and/or reimbursements; May assist with tracking, management and purchasing of office equipment, and supplies; May meet with and assist State fiscal team auditors; Works on special projects as directed; and Performs other related duties as assigned.FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
: Thorough knowledge of the operations of the appointing authority; good knowledge of grant writing; basic knowledge of modern accounting, fiscal management, and auditing procedures and techniques including budgeting and appropriations; knowledge of personnel methods and procedures; familiarity with modern office terminology, practices, and procedures; good supervisory skills; ability to get along with others; ability to use a computer or word processor for accounting, as well as spreadsheets; ability to analyze, organize data, and prepare clear and accurate reports and budgets; ability to establish and maintain effective working relationships with others; ability to understand and follow oral and written instructions; ability to communicate effectively both orally and in writing; ability to train and supervise employees in office methods and procedures; ability to plan, direct, supervise, and accept responsibility for the work of others; physical condition commensurate with the demands of the position.Applicants must meet all requirements for one of the following qualification options in order to be approved for examination and/or appointment: Qualification Option # 1 2 3 Training/Education Possession of a Master's degree [1] in accounting, business administration, economics, or another field with successful completion [2] of 18 credit hours in finance. Possession of a Bachelor's degree[1] in accounting, business administration, economics, finance, or another directly related field [3] . Possession of an Associate's degree in accounting or another directly related field [3]. General experience None required. Two years of full-time, paid accounting experience [4] involving third party insurance billing, budget preparation, or financial reporting. Four years of full-time, paid accounting experience[4] involving third party insurance billing, budget preparation, or financial reporting. Supervisory experience N.A.
