Job Description
The Accounting Manager performs professional accounting work of considerable difficulty providing technical accounting guidance to accounting staff members within their assigned unit. This position requires a broad knowledge of general, grant and/or governmental accounting principles and practices.? Incumbents review and approve fiscal transactions and reconciliations, provide management of grants/contracts, verify accuracy of accounts and budgets and maintain financial systems for governmental and enterprise funds. Supervise staff to include prioritize and assign work, conduct performance evaluations, ensure staff is trained, ensure employees follow policies and procedures, maintain a healthy and safe working environment, make hiring, termination, and disciplinary recommendations. Maintain liaison with all Program Directors, Budget Office, funding agencies and coordinates all communication and financial activity concerning grants, contracts and Tribal support. Perform general accounting related functions, including audit preparations and drafting monthly, quarterly, and annual financial reports, and year-end closing procedures. Review and update a variety of financial reports; compile statistical data; analyze data and create reports with appropriate recommendations to the Controller. Review and approve various journal entries, account balances, deposits, and reconciliations for assigned accounts; ensures appropriate correcting or adjusting entries. Manage month-end closings to meet Department and Program schedules. Review all budgets being submitted by programs to funding agencies for accurate initial application and subsequent modification requests, review and provide financial approval of employee action notices, reviews and approves purchase orders to ensure there are sufficient funds and that the purchase is in compliance with current policies, procedures and regulations. Prepare monthly financial analysis comparing actual expenditures to budget. Verify accuracy of cash draw down tracking system. Review regulatory reports for accuracy prior to approval and filing with funding agencies; verify accuracy of tracking system. Monitor payroll payments and certifications to assure compliance with program requirements. Prepare reports on long-term capital improvement needs, infrastructure needs and financial projections. Work with consultants and auditors in maintaining tax credit status of the many tax credit projects the Tribe has with various investors. Perform other duties of a similar nature or level as requested by supervisor or director.

Bachelor's Degree in Accounting, Finance or related field, five (5) years of experience as an Accountant, to include two (2) years supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. AND Three (3) years of experience in fund accounting preferred; Knowledge of federal and state agency accounting rules and regulations is preferred. Special Requirements:
Must possess and maintain a valid Arizona Driver's License; This position will require the incumbent to work non-traditional hours, nights, and weekends.
