DEPUTY DIRECTOR OF FINANCIAL SERVICES SUMMARY DESCRIPTION
To organize, direct and coordinate the activities of the Financial Services Division including the preparation and maintenance of financial and statistical records, fiscal and budgetary planning and reports, purchasing activities and information technology; to coordinate Financial Services activities with other divisions and departments; and to provide highly complex staff assistance to the Director of Financial Services.
DISTINGUISHING CHARACTERISTICS
The Deputy Director level recognizes positions that provide full line and functional management responsibility for a division within a department. The Deputy Director of Financial Services operates with a great deal of independence and discretion.
SUPERVISION RECEIVED AND EXERCISED
Receives administrative direction from the Director of Financial Services. Exercises direct supervision over supervisory, professional and technical personnel.
EXAMPLES OF DUTIES
•The following duties are typical for this classification. Develop and implement divisional goals, objectives, policies and procedures. Plan, organize and direct Financial Services activities including the preparation of financial and statistical reports, budget planning, purchasing and information technology. Direct, oversee and participate in the development of the Financial Services Division work plan including the assignment, monitoring and review of work activities, projects and programs. Prepare the Financial Services Division budget and assist in budget implementation and administration including the forecast of additional funds needed for staffing, equipment, materials and supplies. Recommend the appointment of personnel and provide staff training, conduct performance evaluations and implement discipline procedures as required to maintain high standards necessary for the efficient and professional operations of the department. Prepare a variety of detailed accounting, statistical and narrative reports as required by the Agency. Establish procedures and practices as they pertain to deposits and cash handling within the Agency. Establish, monitor, and update as required, procedures and policies for accounting and purchasing methods and controls. Perform treasury operations including debt and cash management, banking, financial planning and forecasting and develop policies to ensure the safety of deposit and security of all Agency monies and securities. Supervises, trains, and reviews the general accounting and purchasing activities of the Agency including the maintenance of general ledgers and related subsidiary records. Maintain banking relationships and recommend banking alternatives, as required. Design data input control procedures and computer processing instructions for accounting personnel. Assist in the preparation of the annual budget for presentation to the Board of Directors. Schedule and coordinate annual audit, including the preparation of financial statements and footnotes. Develop format for financial reports required by the Board of Directors, General Manager, and department managers. Participate in the development and implementation of capital borrowing strategies. Ensure compliance with pertinent local, state and federal laws, codes and regulations, including GASB. Perform Agency debt administration to ensure compliance with debt covenants. Prepare monthly, quarterly, and annual financial reports as required. Ensure timely filing of all reports as may be necessary for administration and/or required by government documents and invoices. Develop purchasing regulations and procedures, including bid process and maintenance, and service contract development. Work with financial advisors, underwriters and bond counsel. Identify funding sources and coordinate grant and loan applications. Coordinate department and division activities with other departments and outside agencies. May plan, develop, implement and administer the cash management and investment program. Build and maintain positive working relationships with co-workers, other Agency employees and the public using principles of good customer service. Represent the division and department to outside agencies and organizations and participate in outside community and professional groups and committees. Research and prepare technical and administrative reports and prepare written correspondence. Perform related duties as assigned.
QUALIFICATIONS KNOWLEDGE OF
Principles, practices, and methods of current utility governmental accounting, auditing, purchasing, and budgeting. Uses and application of electronic data processing in the maintenance of accounting records and preparation of financial and statistical reports. Principles and practices of municipal bond issuance and management. Federal, state and municipal market regulations. Principles and practices of leadership, motivation, team building and conflict resolution. Pertinent local, State and Federal rules, regulations and laws. ABILITY TO

WORKING CONDITIONS
Work is generally carried out in an office setting. Frequently sit at a desk and in meetings for long periods of time. Frequently twist to reach office equipment and perform simple grasping and fine manipulation to write and use keyboard. Occasionally lift up to 35 pounds. Experience:
Five years of increasingly responsible experience in public sector finance and budget administration, including two years of supervisory responsibility.
Education:
Equivalent to a Bachelor's degree from an accredited college or university in Accounting, Finance Economics or related field.
License or Certificate:
Possession and maintenance of a valid California driver's license and acceptable driving record. FINANCE MANAGER SUMMARY DESCRIPTION
To organize, direct and coordinate theworkofanalysts within the Department of Financial Services including general accounting, budgeting, and the conduct of complex financial analysis; to coordinate financial analysis activities with other divisions and departments; and to provide highly complex staff assistance to the Director of Financial Services.

Manage and/or participate in the preparation of a wide variety of complex financial reports and analyses. Query accounting system database and develop custom reports. Prepare complex reports, manuals, memoranda, correspondence and other documents. Prepare and analyze historical, current and future revenue and expense trends and forecasts. Coordinate and/or review grant details including the Agency's Financial Assistance Program and other grants awarded to the Agency. Perform internal audit functions. Conduct special projects. Make recommendations for improvements to efficiency, cost effectiveness and quality of operations.
