Deadline June 23, 2026 Under direction, manages, plans and coordinates the day-to-day activities and operations of staff members in the preparation, processing, and maintenance of a wide variety of accounting records and financial reports. Provide highly responsible and complex professional staff assistance to the Director of Finance/CityTreasurer. Provides prospective changes in methods, procedures and policy to improve the delivery of City accounting services. Provides direct supervision to the professional accounting staff, accounting assistants and other clerical staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Participate in the development and implementation of goals, objective, policies, and priorities for all accounting and financial programs and activities. Identify resource needs and recommend and implement policies and procedures. Select, train, motivate, and evaluate assigned personnel. Provide or coordinate staff training and work with employees to correct deficiencies.
- Plan, organize, direct, and review the work plan for assigned services and activities. Meet with staff to identify and resolve problems. Assign work activities and projects.
- Monitor work-flow and review and evaluate work products, methods and procedures.
- Perform a variety of complex professional accounting tasks involving the use of automated fund financial systems and governmental accounting procedures.
- Prepare difficult and complex financial statements; prepare journal entries, reports, and claims in the assigned areas.
- Perform financial analysis, statistical analysis, cost analysis, account balancing and reconciliation, and internal auditing.
Provide leadership and oversight of the development of the City budget. Provide leadership in assisting the Director of Finance in the annual preparation of the Comprehensive Annual Fiscal Report (CAFR). Develop and administer accounting and internal control systems, methods, procedures, policies, and manuals to ensure compliance with accounting standards. Prepare expenditure operating results compared to City budget. Assist in the development and administration of the Community Redevelopment Agency Budget and perform essential accounting and financial reporting for the agency. Review and audit financial records and activities and recommend and direct staff in the resolution of errors and omissions. Respond to and resolve difficult inquiries and complaints from staff and general public. Communicate and resolve accounting problems and finance issues as they arise. Assist the Director of Finance in the conduct of the City's fiscal programs, including purchasing. Work with departments in implementing the program. Evaluate department compliance with program goals and objectives. Respond to a variety of city, county, other agency, and association requests, and maintain an effective liaison with counterpart colleagues within those agencies. Undertake special projects as assigned by the Director of Finance, and other projects on own initiative as necessary for the improvement of department processes. Research, analyze, and compile data, or direct such compilation, of a variety of complex financial reports. Establish and ensure proper maintenance of City accounting and fiscal records and office files. Perform related duties as assigned.

CERTIFICATES
- Bachelor's degree from an accredited college or university with a major in accounting, finance, business administration, public administration or a related field EDUCATION and/or
EXPERIENCE
Masters degree from an accredited college or university in one of the related fields is highly desired. Five (5) years of responsible experience in governmental accounting, auditing, and public finance. Three (3) years of supervisory experience required. Certified Public Accountant (CPA) Certificate is desirable.
