Overview Coastal Winds Supportive Services, LLC. is a mission-driven provider of Supported Living Services (SLS 896) serving individuals with intellectual and developmental disabilities within the San Diego Regional Center (SDRC) catchment area. Founded by healthcare entrepreneurs, Coastal Winds was created to deliver high-quality, culturally responsive, and compliance-driven Supported Living Services across San Diego County, including: San Diego (City) Chula Vista El Cajon Escondido Oceanside & Carlsbad La Mesa, Santee & East County We are committed to serving all eligible individuals and families with professionalism, cultural awareness, and clinical oversight, while maintaining the highest standards of SDRC regulatory compliance and service excellence.
Note:
Coastal Winds is currently completing SDRC vendorization and is seeking a founding Program Manager to help build the agency from the ground up. This is a unique opportunity for an entrepreneurial, compliance-savvy professional to shape program culture, operations, and client experience from day one. Responsibilities Strategic Leadership & Growth Develop and execute a growth plan within the SDRC catchment area Establish strong working relationships with SDRC Service Coordinators and Community Placement teams Lead client intake, IPP coordination, and onboarding processes Expand service presence strategically across San Diego County communities Regulatory Compliance & Quality Assurance Ensure compliance with California DDS, HCBS, and San Diego Regional Center (SDRC) standards Oversee documentation accuracy, service notes, and IPP implementation Prepare for contract monitoring, audits, and vendor reviews Develop internal QA systems to ensure audit readiness at all times Staff Leadership & Culture Recruit and supervise Case Coordinators and Direct Support Professionals (DSPs) Implement structured training focused on cultural competency, trauma-informed care, and faith-sensitive supports Build retention systems and clear performance metrics Maintain on-call crisis response infrastructure Financial & Operational Oversight Monitor service authorizations and utilization rates Oversee billing integrity and revenue cycle management Coordinate payroll and operational expenditures with agency leadership Maintain financial sustainability during startup and growth phase Qualifications Bachelor's degree in Human Services, Social Services, Business, or related field (Master's preferred) Candidates must possess a minimum of 5 years of verifiable experience working within the San Diego Regional Center (SDRC) system; applications without this background will not be considered. Minimum 5 years of leadership experience in Supported Living Services (SLS 896), HCBS/DD programs, SDRC processes and vendor requirements, and DDS regulations Demonstrated experience scaling programs from startup to multi-client operations Preferred Attributes Experience working with culturally diverse populations in San Diego County Experience launching or stabilizing SLS programs under SDRC Strong SDRC compliance and audit readiness background Entrepreneurial mindset with structured operational discipline Ability to work collaboratively with a physician-founder Compensation Competitive contract rate with performance-based incentives tied to: Transition to full-time with benefits upon increased workload that necessitates FT Client census growth Audit outcomes and compliance milestones Staff retention metrics Revenue and utilization benchmarks
Pay:
$35.00 - $42.00 per hour
