Description:
The Idaho Department of Commerce is seeking an experienced and strategic financial leader to join one of the most dynamic and impactful agencies in state government. This role sits at the center of statewide economic development, tourism, community growth, and broadband expansion initiatives that directly shape Idaho's future. As the Financial Manager for the Department, you will help oversee and support the financial operations behind some of Idaho's highest-profile and fastest-growing programs, including economic development initiatives, statewide tourism marketing through Visit Idaho, and historic broadband investments through the Idaho Office of Broadband. Your work will help support projects and programs that strengthen Idaho communities, attract new business investment, expand infrastructure, promote Idaho nationally and internationally, and improve quality of life for Idahoans across the state. This position offers a unique opportunity to lead a talented fiscal team while partnering closely with agency leadership on strategic budgeting, grant oversight, federal funding administration, financial policy, and operational decision-making. The work is fast-paced, highly collaborative, and mission-driven - ideal for someone who enjoys solving complex problems, improving systems and processes, and contributing to meaningful statewide initiatives.
Duties and Responsibilities:
+ Design, develop, and oversee the development of and changes to financial reporting and management systems and direct their implementation. + Supervising the Idaho Commerce financial team that overseas all payables, receivables, grants and contract transactions, travel, reimbursements, and payroll. + Develop and recommend financial policy and procedures. + Plan, direct and perform complex accounting, auditing, or budgeting reviews and analyses. + Responsible for tracking appropriation moves, routine financial report preparation, and ad hoc reporting as needed to aid senior management in decision making. + Ensure financial systems and documents are in compliance with laws, policies, standards, and regulations and with generally accepted accounting principles and practices. + Prepare or oversee the preparation of a variety of financial/audit documents. + Provide professional consultation regarding financial matters and in the application of information technology issues to support various financial requirements. + Preparing the annual budget request. + Fiscal transactions related to grants; tracking spending authority against grants on a state and federal level. + Assist with monitoring agency wide required training and annual policy review. + Recommend hiring staff and train and evaluate their performance. + Maintain LUMA chart of accounts and general ledger structure. + Inventory oversight + Cultivate and maintain working relationships with the Division of Financial Management, the Legislative Services Office, and other stakeholders.
Minimum Qualifications:

+ With State of Idaho Accounting and Reporting tools ( LUMA and Enterprise Reporting). + Budgeting in LUMA . + Demonstrated understanding of how transactions should move through the general ledger. + With Board of Examiners Travel Policy. + Expense reimbursement. + Excellent attention to detail. + Experience building financial systems procedures. + Good knowledge of internal control procedures. + Work proficiently with Excel (pivot tables) and Word.
