Job Summary:
We're seeking a knowledgeable, experienced and service driven Finance Manager to lead the Agency's finance team and serve as a trusted financial advisor to our Executive Director, with direct visibility to the Board of Directors through financial reporting and budget presentations. This is a hands-on leadership role in a collaborative, mission-driven environment where your expertise will shape the fiscal health of an agency doing meaningful work for Lane County. The Finance Manager plans, organizes, and manages all financial operations of the Agency, including budget development and monitoring, financial reporting, payroll oversight, accounts payable and receivable, financial administration of grants, and internal controls. This position provides highly complex financial analysis and policy recommendations to guide organizational decision-making and directly supervises the Finance Specialist series. LRAPA is most interested in finding the best candidate for the job, and that candidate may be one who comes with relevant transferable skills from a variety of sources and experiences. A typical qualifying combination includes:
  • Bachelor's degree from an accredited college or university with major coursework in accounting, finance, business administration, public administration, or a closely related field
  • Five years of progressively responsible professional accounting and financial management experience, including at least two years of supervisory or lead experience
  • Experience in governmental or public sector finance is strongly preferred
  • Principles and practices of governmental financial administration, including fund accounting, budgeting, financial reporting, and internal controls
  • Oregon Budget Law and applicable federal, state, and local laws and regulations governing public agency finance and accounting
  • Generally Accepted Accounting Principles (GAAP) for governmental entities, GASB standards, and GFOA recommended practices
  • Payroll principles and practices, including PERS program administration, federal and state payroll tax requirements, and related compliance obligations
  • Grant administration principles and requirements for federal, state, and local grant programs
  • Plan, organize, and administer the finance function of a public agency, exercising independent judgment and broad functional coverage.
