Clarificion from the agency The area of considerion for this position is CAT 1 (Areas 1-4) (Air). Duties Help As aFINANCIAL MANAGER
(TITLE 32), GS-0505-13, you will direct the financial management policy in support of the Air Nional Guard installion to include dissimilar geographically separed units. Serve as the principal financial advisor and technical expert to the Wing Commander, Senior Management Staff, GSU Commanders, and the Financial Management Board. Function as the Assistant United Stes Property and Fiscal Officer for Air(Fiscal) under ANGI 36-2, the accounting stion's Certificion Officer under the provisions of the Certificion Officers Act of 1996, and as an agent of the US Treasury for all ANG federal disbursements and the associed pecuniary liabilities thereof. Direct and monitor the development, compilion, review, and submission of the annual financial plan, and conversion financial plans on an as-required basis. Provide leadership to senior-level committees and task groups. Represent and speak on behalf of the Wing Commander and USPFO with regard to ANG Financial Management issues with representives of the Nional Guard Bureau, the Adjutant General's Department, other military components, ste/local governments, businesses and other public/prive groups, or organizions and persons having an interest in the financial programs of the Wing. Interpret, implement, and administer laws, procedures, regulions, and directives pertaining to various Air Nional Guard stand-alone, networked, or web-based financial systems, including Budget, Accounting, and Entitlement Disbursing. Serve as an agent of the US Treasury in the receipt, safeguarding, accountability, and disbursement of vendor payments, travel reimbursements, and pay entitlements in accordance with a wide variety of laws and precedents, including the Code of Federal Regulions, Comptroller General Decisions, DoD instructions, Air Force instructions and manuals, and Air Nional Guard instructions, manuals, and guidance. Direct budget formulion and execution through the use of an integred financial management and reporting system. Direct the operion and maintenance of the local budget and accounting systems and interfaces with other management systems, including the Standard Base Supply System, the Standard Procurement System, the Defense Civilian Pay System, and the host Automed Business Services System. Serve as the focal point for NGB on all Workday Program mters. Responsible for the administrion of the Government Travel Card Program the installion and dissimilar geographically separed units. Responsible for the overall management and control of the Quality Assurance Program (QAP) within the Financial Management office. Plan, assign, and supervise work to be accomplished by an organizion consisting of 4 or more direct subordines and 6 or more support employees in the grades of GS-05 to GS-11 and Active/Guard Reserve military grades up to Major, engaged in budgeting, accounting, payroll, or financial systems analysis. Must have a minimum of one year on-the-job experience in the grade immediely below the next higher level (GS-12). An applicant must have a Series valided understanding of the complex principles and concepts of the occupional series and grade.SPECIALIZED EXPERIENCE
Must have least 48 months of singular or combined experiences in US Air Force and/or Air Nional Guard financial program disciplines. An applicant must have experiences in managing funds through fiscal reporting and financial advisory services, to include budget formulion and execution, travel and commercial accounting, military and civilian payrolls, and financial systems applicions. Must have working knowledge of the duties associed with the United Stes Property and Fiscal Office and the certificion requirements for installion funds. Experiences included working with the Financial Management Board and handling highly sensitive military or civilian entitlement issues. Competent in planning, implementing, and executing the financial programs directly associed with the objectives of the Adjutant General's Department and accomplishment of federal military and ste support missions. Experiences involved the receipt, accounting, collection, safeguarding, and disbursement of government appropried funds, or oversight authority and management of non-appropried funds. The applicant requires competencies in directing financial management policies in support of the ANG military organizions and units. Must have competencies in writing, presenting, and training financial management system controls, policies, and procedures. Experienced in accounting for and accurely managing federal funds in compliance with stutory requirements, regulions, directives, procedures, and nional or local policies. Competent in recognizing potential problem areas through detailed risk analysis and vulnerability assessments th resulted in revised or new management control studies and operional reviews. Must have least 12 months of supervisory experiences in finance, accounting, or audit programs. The supervisory experiences involved leading, planning, and scheduling program work in a manner th promoted smooth flow and even distribution of assigned work requirements.
