June 28, 2026 The City of Greensboro is seeking a strategic, collaborative, and technically skilled Accounting Manager to lead the Accounting Division within the Finance Department. This leadership position oversees essential accounting functions that support the City's financial operations, including general accounting, payroll, fixed assets, contracts administration, and business continuity planning. This job is Exempt and is not subject to the overtime provisions of the Fair Labor Standards Act (FLSA).
Key Responsibilities:
Develop and administer the Accounting Division's annual operating budget Provide technical accounting assistance and guidance to City departments using Generally Accepted Accounting Principles (GAAP) Support internal and external audit activities and ensure timely responses to audit requests Interpret and apply accounting theory, North Carolina laws and regulations, and City policies to financial transactions and reporting Oversee monthly and annual financial closing processes and ensure the accuracy of accounting records Review and strengthen the City's internal control framework, financial policies, and operating procedures Participate in the development and implementation of new financial policies and control measures Lead program reviews, process improvement initiatives, and cross-functional special projects Serve as the City's primary subject matter expert for general ledger processes and financial system functionality Coordinate system testing, document procedures, troubleshoot issues, and support business continuity planning for financial operations Oversee Accounting Division services, including general accounting, payroll, fixed assets, contracts administration, and business continuity functions Develop division goals, objectives, performance measures, and operational priorities Supervise, mentor, coach, and evaluate division staff while fostering professional growth and organizational excellence
Additional Position Details:
Oversees the Accounting Division and its annual operating budget Directly supervises seven professional staff members Provides organization-wide technical expertise on accounting policies, procedures, and financial systems Serves as lead subject matter expert for general ledger processes and financial information systems Requires extensive knowledge of governmental accounting principles, internal controls, auditing practices, and financial management Frequent collaboration with departmental leadership, auditors, regulatory agencies, and City management Requires exceptional analytical, communication, project management, and leadership skills

Salary and Benefits :
The hiring range for the position is $93,580.00 - $123,121.00. As a City employee, the Accounting Manager participates in the North Carolina Local Governmental Employees' Retirement System (NCLGERS), which includes a 6% pre-tax employee contribution and a City-funded employer contribution, with vesting after five years.
Availability Expectations:
Monday-Friday 8:00 am - 5:00 pm Supplemental retirement savings opportunities include participation in a 401(a) plan with a 3.25% City contribution based on base salary, as well as 457 / Roth 457 and 401(k) / Roth 401(k) plans. Learn more about the City's generous benefits package here.
Here Qualifications Minimum Qualifications:
Bachelor's degree or higher from an accredited college or university in Finance, Business Administration, Accounting, Public Administration, or a closely related field, including a minimum of 24 semester hours of accounting coursework; "OR" an equivalent of an Associate's degree from an accredited college or university and ten (10) or more years of progressively responsible, FLSA-exempt financial management experience (e.g., within a municipal or county government environment, or as an auditor serving public-sector finance organizations, or private sector. Seven (7) or more years of professional experience in governmental or nonprofit fund accounting, including responsibility for interpreting and applying complex financial principles, conducting advanced financial analysis, supporting strategic decision-making, and leading or supervising professional staff. Technical - Demonstrated proficiency in Microsoft Office applications, including advanced use of Excel for financial analysis, reporting, and budget management.
Licenses/Certifications:
Ability to obtain and maintain the North Carolina Certified Local Government Finance Officer (CLGFO) designation within three (3) years of hire as a condition of continued employment.
Preferred Qualifications:
Bachelor's Degree or higher in Accounting, Finance, Business Administration (with concentration in Accounting or Finance), Public Finance, Public Administration (with significant finance or accounting coursework) CPA License Experience with Enterprise Financial Management systems and ERP platforms, such as Infor, Oracle, SAP, Workday, Tyler Technologies, Munis, or comparable governmental financial software. Proven success advising executive leadership, elected officials, boards, or governing bodies on financial strategy, risk management, and organizational decision-making. Experience leading high-performing finance teams and fostering a culture of accountability, customer service, and continuous improvement. Knowledge of North Carolina local government finance laws, regulations, and generally accepted accounting principles (GAAP) applicable to public-sector organizations. .
