This position is in the Injury and Behavioral Epidemiology Bureau (IBEB) of the New Mexico Department of Health's Center for Health Protection (CHP). The Injury and Behavioral Epidemiology Bureau consist of the Office of Injury and Violence Prevention, Substance Use Epidemiology Section, Overdose Prevention Section, the Office of Alcohol Misuse Prevention, Evaluation Section, and the Population Health Survey Section. Why does the job exist? This position will oversee the budget, grant, financial, and operational management for the Injury and Behavioral Epidemiology Bureau (IBEB). This position will report directly to the IBEB Bureau Chief and provide financial and operational support to the whole bureau. How does it get done? 1.
Budget Development and Planning:
Collaborating with program managers and leadership to develop annual budgets aligned with organizational goals. Estimating costs, forecasting revenues, and preparing detailed budget proposals. Setting financial benchmarks and ensuring resource allocation meets program needs. 2. Financial Oversight and Analysis:
Monitoring program expenses to ensure adherence to budgetary constraints. Performing financial analysis to identify trends, variances, and potential risks. Providing recommendations for cost-saving measures and efficiency improvements. 3. Resource Allocation and Forecasting:
Assessing program priorities to allocate resources effectively. Developing multi-year forecasts to anticipate financial needs and challenges. Adjusting budgets as necessary to align with changing priorities or funding levels. Ensuring adherence to internal policies, funding requirements, and regulatory standards. Preparing and presenting detailed financial reports to stakeholders, including leadership. 4. Collaboration and Stakeholder Engagement:
Acting as a liaison between finance teams, program staff, and leadership to ensure clear communication of financial matters. Training program staff on budget management and financial best practices. Managing the financial aspects of grants, including applications, budgets, and reporting. Ensuring compliance with grant terms and conditions. Tracking and optimizing fund utilization. Job duty allocation estimates:
15% Supervise the financial and operational team for IBEB, including 2-3 financial and administrative staff. 20% Support all federally funded programs to manage federal funds and fulfill funding requirements. 25% Oversee and manage the budget for IBEB and each IBEB section. 20% Oversee and manage procurement, expenditures, and revenues for IBEB. 20
% Oversee and manage all other operational and administrative needs for IBEB, including payroll management. Who are the customers? Staff, contractors, and leadership in IBEB, CHP, and NMDOH. Ideal Candidate Staff, contractors, and leadership in IBEB, CHP, and NMDOH. Minimum Qualification Associate Degree in Business Administration, Public Administration, or Accounting and four (4) years of directly related job experience operating within parameters and guidelines in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience. Employment Requirements Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some occasional travel is required for meetings and conferences. Collaborative Work:
