Job Description

Job Overview The Finance Manager reports directly to the Business Committee and is responsible for safeguarding the financial integrity, accountability, and sustainability of the Manchester Point Arena Band of Pomo Indians (MPA). This position ensures that all financial operations are conducted in accordance with the priorities, policies, and strategic direction established by the Business Committee and Tribal business plan. The Finance Manager provides leadership and oversight for all accounting, budgeting, financial reporting, grants management, and internal control functions. The position serves as the primary liaison between the Business Committee, funding agencies, financial institutions, auditors, and program departments to ensure responsible stewardship of Tribal funds and full compliance with Tribal, federal, and funding regulations. Responsibilities Financial Management & Accounting Oversee all accounting functions including general ledger, accounts payable/receivable, payroll, and reconciliations Maintain accurate and timely financial records in accordance with GAAP and governmental accounting standards Prepare monthly, quarterly, and annual financial statements Monitor cash flow and maintain adequate financial reserves Implement and enforce internal controls and financial procedures Budgeting & Financial Planning Lead the annual Tribal budgeting process Assist departments and programs with budget preparation and forecasting Monitor expenditures against approved budgets Provide variance analysis and financial recommendations to the Business Committee Support long-term financial planning and sustainability strategies Grants & Compliance Manage financial oversight of all federal, state, and private grants Ensure compliance with funding requirements Track allowable costs and expenditures Prepare reimbursement requests and financial reports Maintain complete grant documentation for monitoring and audits Provide guidance to program managers on financial compliance Audit & Reporting Coordinate annual audits and Single Audits Prepare schedules, reports, and supporting documentation Serve as primary contact for external auditors Present financial reports to the Business Committee and leadership Address findings and implement corrective actions as needed Develop, update, and enforce financial policies and procedures Maintain procurement and vendor payment controls Oversee accounting software and financial systems Ensure compliance with Tribal policies and funding regulations Serve as liaison with banks, funders, auditors, and regulatory agencies Provide financial analysis to support Tribal initiatives and decision-making Perform other finance-related duties as assigned by the Business Committee Qualifications Bachelor's degree in accounting, Finance, or related field 5+ years of financial management or governmental accounting experience Experience with federal grants and compliance Strong knowledge of GAAP Proficiency in accounting software and Excel High level of integrity and confidentiality
Pay:
$95,000.00 - $130,000.00 per year
