HCL administers two primary funds
- the Hawaii Emergency Loan Program and the Hawaii Affordable Housing Fund.
HCL originates, processes, underwrites, closes, and services all loans as well as provides mortgage brokering and packaging services to its borrowers. HCA provides development services to all HCL borrowers including financial education, credit counseling, and homebuyer education and pre-purchase counseling. Together, HCL and our partner nonprofit, Hawaiian Community Assets, provide community members with both financial education and the opportunity to act, also known as financial capability. The organizations' accomplishments have been recognized by Brandeis University as "Empowerment Economics", a national best practice for native communities and communities of color. Since its inception in 2002, the organization has served more than 3,000 Hawaii households with grants, loans, and mortgage brokering and packaging services, assisting underserved low
- and moderate-income communities access more than $180 million for affordable housing and community development.
Responsibilities The Mortgage Loan Originator (MLO) is a licensed lending professional responsible for independently performing residential mortgage loan origination activities across HCL's lending portfolio. The MLO conducts borrower qualification assessments, completes loan applications, issues disclosures, manages loan pipelines, and prepares files for underwriting determination. The MLO exercises independent professional judgment within established underwriting guidelines and is responsible for meeting assigned production expectations. Loan Origination Respond to inquiries from prospective borrowers and determine eligibility for HCL residential mortgage loan products. Conduct comprehensive client assessments directly tied to mortgage loan qualification. Take and complete residential mortgage loan applications in compliance with SAFE Act requirements. Issue Loan Estimates and required disclosures within regulatory timelines. Originate loans across HCL's residential mortgage portfolio, including Hawaiian Home Lands, fee simple properties, portfolio products, government-insured or agency-backed loans, and brokered transactions as applicable. Apply program-specific eligibility standards, underwriting guidelines, collateral requirements, and internal authority parameters when structuring loans. Pull and analyze credit reports to evaluate borrower creditworthiness. Conduct full financial analysis including income calculation, debt-to-income evaluation, and asset review. Develop and implement mortgage-readiness strategies tied to qualification standards. Issue pre-qualification letters and communicate approval or denial decisions within delegated authority limits. Maintain accurate and complete documentation of borrower communications within HCL's Loan Origination System. Meet or exceed assigned individual production expectations. Loan File & Pipeline Management Collect, review, and analyze documentation required for underwriting. Identify missing or incomplete documentation and request corrections from applicants. Prepare income worksheets and underwriting summaries. Assemble complete loan files in accordance with internal quality control standards. Manage assigned loan pipeline from application through closing. Maintain proactive communication with borrowers regarding documentation requests, underwriting conditions, and timeline expectations. Coordinate with Mortgage Coordinator, Loan Fulfillment, Underwriting, Compliance, and Servicing teams to ensure timely file progression. Monitor regulatory disclosure timelines to ensure compliance and address identified concerns in accordance with internal authority parameters. Maintain accurate pipeline reporting and performance accountability. Utilize HCL's Loan Origination System (LOS) and other internal or external platforms as required to originate, document, and track loan applications. Ensure consistency and accuracy of data across all systems used in the loan origination process. Compliance and Risk Management Operate in compliance with HCL policies and all applicable federal and state lending regulations, including but not limited to RESPA, TRID, ECOA, FCRA, and Fair Lending requirements. Maintain NMLS license in good standing. Ensure equitable and consistent treatment of applicants in accordance with Fair Lending principles. Avoid steering, misrepresentation, or practices that may result in borrower harm. Participate in internal file audits and quality control reviews. Escalate compliance concerns or potential regulatory violations immediately to supervisory staff. Safeguard borrower personal and financial information in accordance with privacy laws and company standards. Prepare and elevate complex, higher-risk, or out-of-policy transactions to the Home Loan Manager through established governance processes, including documented risk analysis when applicable. Marketing and Community Engagement Participate in outreach efforts to promote HCL mortgage loan products and services. Support community education events and informational sessions. Develop and maintain referral relationships with community partners, real estate professionals, and other stakeholders. Contribute to departmental loan production and deployment strategies. Organizational Awareness and Representation Maintain awareness of HCL's mission, programs, and operational priorities to ensure work supports organizational objectives. Represent HCL professionally in interactions with clients, partners, community members, and stakeholders. Demonstrate cultural awareness and respect consistent with HCL's commitment to Native Hawaiian communities and underserved populations. Support community education, outreach, or organizational initiatives when appropriate to the role. Team Collaboration and Support Attend and actively participate in lending team meetings to review borrower pipelines, production metrics, and regulatory updates. Collaborate cross-functionally with internal departments involved in loan processing, underwriting, compliance, funding, and servicing to ensure efficient and compliant file progression. Share knowledge and insights constructively to support team effectiveness and continuous improvement. Participate in training sessions related to mortgage regulations, underwriting standards, product updates, and internal procedures. Reliable high-speed internet connection capable of supporting secure system access and video conferencing (minimum recommended 25 Mbps download / 5 Mbps upload). Willingness to work evenings or weekends as required to meet organizational and community needs. Ability and willingness to travel, including inter-island travel, for in-person organizational meetings, trainings, conferences, and community engagements as required. Minimum Employment Requirements Must be at least 18 years of age. Must possess a High School Diploma or GED. Must be legally authorized to work in the United States. Must be able to successfully pass a criminal background check in accordance with federal and state regulations and organizational policy.
