Come and join Department of Revenue (DOR) ; Division of Research and Policy in a challenging and rewarding position as a manager to lead our Tax Policy Team that include Revenue Economist-Confidential positions that conduct research and analysis of state and local tax policy; evaluate, model, and make recommendations pertaining to state aid and state shared revenue programs; develop revenue estimates and economic forecasts; and provide guidance to other executive and legislative agencies on economic conditions. This position also provides policy analysis to the Administrator, and Department of Revenue Secretary. This position assigns, reviews, and provides research projects, fiscal notes and revenue estimates as assigned. It directs the completion of biennial and annual requirements relating to individual income and corporate income and franchise taxes, property tax, local government, state shared revenue and state aid, and excise taxes, as well as supports development and improvement of tools used in policy analysis. This position represents the Department in interagency, legislative, public and other meetings when appropriate. This position is headquartered in Madison at the State Revenue Building on Rimrock Road. Salary Information The starting pay rate for this position is between $49.06 - $58.82 per hour ($102,044 - $122,345 annually), depending on experience and qualifications, plus excellent benefits. Pay will be set in accordance with the State of Wisconsin Compensation Plan in effect at the time of hire. Requirements :

Probationary Period :
A 2-year Career Executive trial period will be required. Remote/Telework up to 60%.

During the first year, you will have the opportunity to gradually increase to 60% (i.e., working remotely three (3) days per week, and will report to the 2135 Rimrock Road; Madison WI building, two (2) days per week) within 9 months (of your 2 year Career Executive trial period) based on performance and workload needs. Remote work is intended to be performed primarily in the State of Wisconsin and is subject to change based on business needs. Qualifications Minimum qualified candidates will have each of the following: Experience conducting policy research and/or fiscal analysis regarding one of the following tax areas: individual income, corporate tax, franchise taxes, property, excise tax policy, and/or local government issues. Experience interpreting statutes, administrative rule provisions, and/or policies. Experience summarizing and presenting policy issues. Experience as the primary technical expert or key person leading a study or project. Experience using statistical and/or analytical software programs (e.g., SAS, SPSS, STATA, etc.). Well qualified candidates will have experience in a minimum of two (2) of the following (in addition to the minimum qualifications): Have experience conducting policy research and/or fiscal analysis regarding two or more of the following tax areas: individual income, corporate tax, franchise taxes, property, excise tax policy, and/or local government issues. Experience summarizing and presenting policy issues to executive leaders or external stakeholders, ideally serving as the subject matter expert. Experience as a manager or supervisor. Experience with program management (e.g., strategic planning including establishing short and long-term goals, developing procedures and policies, monitoring key completion dates, reporting on workload and backlogs, etc.).
