Business Administration Full Job Description PURPOSE:
The Finance Manager reports directly to the Executive Director, assisting in the oversight of all financial and audit components related to the Section 8, Public Housing, and Family Self-Sufficiency programs. Including all staff-related issues with Tenmast software and support tickets for the MRI software vendor of the Tenmast software product used by all staff. To create and conduct quarterly training opportunities within the office environment, training staff on various uses of the WHA software, including its financial components. Managerial aspects of the work are of significant importance, including, but not limited to, training and completion, as well as the updating of the Admin Plan and ACOP, as described by HUD. Work involves the use of initiative and independent judgment within the framework of established financial policies and procedures, along with updating those as necessary. The Finance Manager assists the Executive Director in carrying out the financial functions and activities needed for the effective and efficient operation of the WHA, including the capital fund and all EPIC reporting and banking reconciliation of all HUD programs as required. The Finance Manager directs and implements plans to ensure WHA complies with the HUD and the State of RI policies, regulations, and guidelines for all financial segments of all programs and audits. Responsible for assisting the Executive Director with financial, budget, accounting, and audit matters for the Authority. Other duties include aiding with the development and implementation of policies and procedures relating to public housing financial administration matters. ESSENTIAL FUNCTIONS
Manages and maintains the Accounts Payable system, which includes the allocation of expenses to the proper General Ledger accounts, maintaining vendor files, and required 1099 IRS reporting Maintains accounting and financial information for weekly, monthly, quarterly, and yearly transactions, including the preparation and filing of all related Federal, State, and local governmental reporting, as necessary Assists all staff as needed in the recording, reporting, and reconciliation of HUD grants and other Federal, State, and Local government grants Updates and retains the Authority Procurement Policy and assists with Request for Proposal (RFP) and Request for Qualification (RFQ) processes Assist the Executive Director and Deputy Director of Housing Management as needed with research and analysis of financial information pertinent to all internal and external reviews, audits, and period close-outs of capital funds Perform yearly submission of the Operating Subsidy Calculation to HUD by maintaining all utility consumption data monthly, utilizing the current system tracking utility consumption for support and documentation Manages, along with the Construction Coordinator, the Capital Fund procurement, selection, and reporting requirements, including but not limited to the HUD EPIC
System Prepares materials and participates in meetings to effectively manage concerns throughout the RFP and RFQ process, as well as other procurement processes warranted by HUD, including approvals as necessary Manages with the Section 8 Coordinator and FSS Coordinator all requirements of the FSS Federal Grant and Section 8 reporting requirements including monthly VMS. Maintains the Insurance/Contract Binders & reviews policies for effectiveness Maintains the WHA Service Contract Log and ensures that all RFPs are updated as necessary Managed the Housing Choice Voucher (HCV) monthly check reconciliation and assistance payment process Reconcile and clear outstanding checks from the Accounts Payable and HCV subsidiary ledgers Maintains update to date working knowledge of state/federal regulation specific to accounting support functions and public housing/section 8 Coordinates preparation of audit materials for compliance Participates in obtaining current training and information relative to the professional responsibilities of this position and conducting quarterly training with staff on Tenmast; maintains and updates computerized accounting systems (Tenmast) Create Board of Commissioner Resolutions related to procurement and financial policies and other related HUD programs Provide coverage of the office when the Executive Director and Deputy Director of Housing Programs are unavailable Other periodic special projects as deemed fit by the Executive Director Ability to: Perform a broad range of supervisory responsibilities over others Maintains a high degree of confidentially as mandated Work cooperatively with employees, clients, and the public Interrelates with residents, banks, vendors, suppliers, outside agencies, and the public in person/phone, answers inquiries responds to complaints, schedules appointments, and provides general information relative to the agency's accounting support functions Comprehend and make inferences from materials written in the English language Produce written documents in the English language using proper sentence structure, grammar, spelling, and punctuation Observe, compare, and monitor data to determine compliance with prescribed operating or safety standards Knowledge, skills, abilities, licenses, and certifications: Working knowledge of accounting, budgeting, and auditing Skill in lending technical assistance in related accounting systems and controls Skill in developing fiscal recording-keeping systems and electronic record-keeping Skill in analyzing fiscal data and ability to recommend problem-solving strategies Ability to utilize and train staff on data entry terminals and personal computer software Skill in using Microsoft Office Suite Position Requirements and Qualifications Four-year college degree in Business Administration or Accounting or a related field of studies from an accredited college or university and/or five years of management experience in the field of housing, finance, or any combination of education. Experience in administrative and planning, financial management, or multifamily/public housing preferred. Pay:
