(Title 5) with the Texas Nional Guard, your duties will include, but will not be limited to: Directs financial management policy in support of the ARNG installion. Maintains stutory responsibility for the proper obligion, accounting, disbursement, and administrive control of all federal funds alloced to the ste. Determines the impact; and implements courses of action regarding projected DoD, Department of Army (DA), Nional Guard Bureau (NGB), Inter-Service, and non-DoD governmental programs; th affect ARNG plans, policies, and missions. Ensures the full disclosure of accounting informion, sound reporting methods, and analytic interpretion of financial posture. Establishes and directs financial policies to ensure compliance with fiduciary responsibilities, stutory requirements, regulions, procedures, nional and local policies enabling the optimum use and control of financial resources. Serves as a financial advisor and the technical expert to the ste Adjutant General (AG), USPFO, senior staff management, major subordine commands, and the Program Budget Advisory Council (PBAC). Provides advisory services through briefings, conferences, advisory committee meetings, etc, on a regular basis. Determines the significant impact of projected DOD, DA, NGB and other government programs affecting the ste ARNG's fiscal policies. Implements approprie courses of action as best suited for the ste. This position is responsible for official auditable financial records for the ste. Develops, coordines and organizes an integred system of financial services, including budgeting, accounting, financial analysis, operional review, accounts payable, military pay, civilian pay, travel, government travel card program, and financial management reporting. Writes, implements and maintains an effective system of financial management controls for the ste ARNG. Plans and assigns work to be accomplished by subordines engaged in professional or other two-grade interval work. Sets priorities and prepares schedules for work completion. Makes assignments based on priorities, degree of difficulty, and requirements of the assignment. Provides oversight to the budget process, including planning, programming, budgeting, allocion and execution of funds Certifies funds and coordines the receipt of Funding Authorizions Documents (FADS) for the ste ARNG Comptroller. Develops, coordines and distributes Funding Allocion Targets to division and PM accounts using the Ste Automed Budget System and the Ste Accounting and Reservion System. Prepares quarterly resource management reports, monthly analysis of finance orders in relion to forecasting expenses and provides narrive explanion of the causes of variances between actual and budge objectives. Reviews transactions including reservions, obligions, and disbursements based on interpretion of laws, regulions, or policy. Responsible for reprogramming and migrion of congressional interest program funds based on Program Budget Advisory Committee (PBAC) decisions and changing needs of various organizions. Prepares requests to NGB for budget activity transfers directed by the AG and the PBAC. Trains ARNG personnel in budget and financial management principles, techniques, responsibilities, distribution, and accounting for federal funds. Upon mobilizion, makes recommendions on obtaining resources; and computes budget requirements. Provides technical budgetary advice and assistance to federal and ste agencies as requested. Works with other Department of Defense (DoD) components to establish business practices to enhance mission accomplishment. Serves as the budgetary primary point of contact for issues reling to the Master Cooperive Agreements. Independently develops and implements guidelines and policies as well as management controls for effective budget execution. Exercises primary oversight of program manager appointments and delegions of authority. Performs other duties as assigned.
