Duties Help Serves as the Financial Program Manager, first line supervisor, and recognized Subject Mter Expert within the Financial CYS Services Operions Branch of
IMCOM DFMWR.
Works under the general supervision of the CYS Services Operions Branch Chief. Responsible for administrive oversight of financial operions for
IMCOM DFMWR CYS
Services activities. Provides expertise to ensure efficient utilizion and control of CYS Services funds and certifies th the stutory requirements to control funds in accordance with applicable regulions and standards are properly executed. Supervises subordines performing work consisting of a systemic examinion and appraisal of budget da and other financial records; produces financial and management reports (Installion Stus Report, Common Levels of Support, Management Informion System, SNACS, PRISM, IMETS, CYS Services Annual Report); and implements management controls, policies, and practices th affect or reflect the financial condition and opering results of CYS Services. Knowledgeable in the development of Cost Estiming Relionships (CER) and Standard Service Costing. Leads review of installion annual opering budgets and performs financial analysis on income, spaces filled, expenses, labor costs, etc. to determine financial stus of the program with the goals of break even and efficient execution of APF and NAF. Analyzes delivery of spaces and recommends future allocion of spaces and funding for each garrison. Serves as a principal advisor to the Operions Branch Chief on program initiives to sustain and improve the CYS Services benchmarks of Quality, Affordability, Availability and Accountability. Functions as Project Officer for designed CYS Initiives. When required, represents and speaks for CYS Services Branch or Division Chief. Ensures assigned CYS Services Program conforms to all applicable DoD and Army policy, IMCOM DFMWR standards, Congressional legislion, Public Law, and with the most current applicable industry standards. Oversees and monitors implemention of policies, plans, standards, and procedures for assigned CYS Services program and provides guidance for CYS Services programs Army-wide. Provides content for operional merials and tools (i.e., inspection manuals, field operional handbooks, checklists, and training) for Army-wide implemention. Communices program's stregic key messages through written and visual mediums such as informion and staff papers, slides, reports, flyers and brochures. Analyzes and evalues da to determine trends and identifies stregies for program, evaluion and improvement. Plans and assigns work to subordines, sets priorities, and establishes schedules for work completion. Evalues overall performance of assigned employees and provides approprie recognition, feedback, teambuilding, and conflict resolution. Must include least one year of experience performing duties a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. Progressive work experience in child and youth fields which provided experience in program administrion, operions, budget development and execution, and financial reporting. Supervisory experience which includes selecting employees, effective teambuilding, employee evaluion and recognition, and conflict resolution. Demonstred ability to communice effectively orally and in writing through the delivery of formal presentions and reports. Experience in planning and conducting training. Demonstred ability to evalue program effectiveness and compliance with benchmark criteria, policies, and procedures.
Preferred:
Experience in space funding management for child and youth operions, applied knowledge of non-appropried and appropried funding sources for CYS Services, knowledge of financial analysis and reporting tools, completion of a bachelor's degree in a discipline closely reled to the duties to be performed.
