CGI Federal is seeking a Senior Financial Program Manager to provide comprehensive budget, audit/compliance, and program management support to federal clients. The ideal candidate will bring deep subject matter expertise and a track record of delivering results across financial management, regulatory compliance, and program execution in dynamic, fast-paced government environments. This position is located in Arlington, VA. Your future duties and responsibilities:
Lead the development, execution, and monitoring of multi-million dollar program budgets across fiscal years. Conduct variance analysis, cost modeling, and financial forecasting to inform executive decision-making. Partner with finance and operations stakeholders to align resource allocation with strategic priorities. Analyze complex financial data and extracts and defines relevant information; interpret data for the purpose of determining past financial performance and/or to project financial probability. Develop financial reports for forecasting, trending, and results analysis; prepare materials for senior leadership and client-facing presentations. Support budget formulation processes including OMB Circular A-11 compliance for federal clients. Ensure compliance with FAR, OMB
Circulars, and other applicable regulatory frameworks; keep abreast of laws and regulations to maintain up-to-date compliance. Evaluate the design and operating effectiveness of internal controls over financial reporting (ICFR) and identify control deficiencies; develop actionable corrective action plans (CAPs). Support internal and external audit activities by preparing audit-ready documentation, responding to audit inquiries, and ensuring financial records and reporting are in compliance with applicable federal standards; serve as a trusted advisor to program leadership on audit preparedness, proactively identifying areas of risk and implementing corrective measures to strengthen the overall control environment. Conduct risk assessments to prioritize audit focus areas and advise program leadership on mitigation strategies. Manage end-to-end delivery of complex, cross-functional programs with multiple workstreams and stakeholders. Define program scope, milestones, and KPIs; maintain integrated master schedules and risk registers. Create and maintain comprehensive program roadmaps to support short- and long-term planning, prioritization, and sequencing of work; leverage roadmaps as a strategic Required qualifications to be successful in this role: Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, or related field. 8+ years of progressive experience at a headquarters and/or executive level spanning financial management/budget execution, audit/compliance, and program delivery. Demonstrated experience supporting federal, state, or large-scale government contracting engagements. Expertise analyzing financial data, written/verbal information, and processes to assess risks and present findings and recommendations to senior leadership. Proficiency in federal financial management systems, management accounting platforms, and/or resource-related databases as well as Microsoft Office Suite. Strong analytical and problem solving skills with the ability to coordinate and develop comprehensive reports through gathering, analyzing, and summarizing data from a variety of sources. Strong written and verbal communication skills with the ability to translate complex financial data for non-technical audiences. Ability to prepare presentation materials for a wide audience. Desired qualifications/non-essential skills required:
CPA, CIA, CGFM, CDFM, or PMP certification. Familiarity with federal financial management standards and guidance including FASAB, SFFAS, OMB
A-123, and OMB A-11.

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $100,800.00 - $245,500.00.
