Exempt Summary:
The Finance Manager supports the financial operations of the agency and serves as a key member of the finance team. Working under the direction of the CFO, this role is responsible for the day-to-day management, coordination, and oversight of accounting, financial reporting, grants support, and billing functions for an organization with an annual budget of approximately $15 million. The Finance Manager ensures the accuracy, timeliness, and integrity of financial processes while supporting compliance with regulatory requirements and organizational policies. This role partners closely with program leadership and internal departments to provide financial insight, maintain strong internal controls, and support effective decision-making.
Essential Job Responsibilities:
Reports directly to the CFO on all financial and operational matters; Supervise and support Accounting, Finance, Grants, and Mental Health Billing staff, including coaching and performance management; Promote a collaborative, mission-driven culture focused on accuracy, accountability, and continuous improvement; Assist the CFO in developing and implementing financial strategies aligned with organizational goals; Support the development and coordination of the annual budget process; Prepare monthly and quarterly financial statements, variance analyses, and internal reports; Monitor revenue, expenses, and cash flow; identify trends and escalate concerns to the CFO; Provide financial reports, training, and support to program and administrative leadership; Assist with financial modeling, cost allocation, and analysis to support operational decision-making; Ensure accuracy of accounting processes including general ledger, accounts payable/receivable, payroll oversight, and month-end/year-end close; Support grants management, including financial reporting and compliance with funding requirements; Assist with mental health billing processes for Medicaid, Medicare, and commercial payers; Assist with preparation of reports for local, state, and federal regulatory agencies; Support cash management and cost center accounting functions; Assist in preparation of the annual indirect cost proposal and implementation of cost allocation methodologies; Support the annual external audit and Single Audit process; implement corrective actions as directed by the CFO; Ensure adherence to internal controls, policies, and procedures; Support procurement and purchasing processes as needed.
Non-essential Job Functions:
Provide backup support for finance team functions as needed; Exercise sound judgment with moderate supervision; Participate in organizational initiatives and team-building activities; Maintain high ethical and professional standards; Perform other duties as assigned by the CFO.
Education, Licensing and Experience:
Bachelor's degree in Accounting, Finance, Business Administration, or related field. Minimum of 4-6 years of progressive financial management experience, including supervisory responsibilities. Experience with behavioral health, healthcare billing, or Medicaid programs. CPA or CMA (Active/Inactive) strongly desired. Experience in fund/grant accounting processes, grant management and support, and an understanding of OMB regulations highly desirable. Background in behavioral health, healthcare, or community-based non-profits with budgets over $10 million strongly preferred.
Competencies, Knowledge, Skills and Abilities:
Demonstrated supervisory and team leadership skills; Strong analytical, organizational, and problem-solving abilities; Excellent verbal and written communication skills; Advanced Excel skills and proficiency with Microsoft Office products; Experience with accounting systems (Abila MIP strongly preferred); Familiarity with electronic health records such as Qualifacts CareLogic preferred; Ability to work collaboratively across departments and manage multiple priorities effectively.
