About Our Client Our client is a premier, mission-driven behavioral healthcare and community advancement organization in California. Dedicated to supporting families and individuals, they manage vital early childhood development initiatives, including Head Start and State Preschool programs. They are seeking a meticulous and collaborative Fiscal Specialist to manage program-specific financial operations and compliance tracking. Position Summary Under the direction of the Operations Manager, the Fiscal Specialist provides essential financial support to management teams, finance analysts, and program staff. This role is vital to managing vendor activity, maintaining general ledger accuracy, ensuring budget compliance, and facilitating successful program audits.
Essential Duties & Responsibilities Accounts Payable & Reconciliations:
Responsible for reconciling and coding all vendor invoices, open purchase orders, credit card expenditures, and mileage/travel tracking.
General Ledger & Month-End:
Conducts monthly reconciliations of general ledger accounts and reviews recurring expenditures from partners and consultants.
Budget Tracking & Reporting:
Assists the Finance Analyst with preparing financial reports, analyzing budgets, monitoring compliance with federal/state regulations, and verifying that expenditures align with contract budgets.
Revenue & Matching Support:
Tracks parent fees for the State Preschool program, assists with Child and Adult Care Food Program (CACFP) reporting, and monitors program-wide non-federal share matches.
Procurement & Year-End Close:
Partners with the procurement department to track project expenditures, collects supporting documentation, and closely monitors obligated funds to complete fiscal year-end close-outs.
Audit Preparation:
Coordinates with the Operations Manager and Fiscal Analyst to collect documentation and assist with financial and program audits.
Team Collaboration:
Attends management team meetings and trainings, reviews check requests, and maintains regular, punctual attendance.
Qualifications & Requirements Education:
Associate (AA) degree required. A Bachelor's degree in Business, Accounting, Finance, or a related field is preferred.
Experience:
Prior experience working with Head Start Programs or within a non-profit environment is a strong plus.
Technical Skills:
Excellent computer skills, proficiency in a Windows environment, and strong Excel capabilities.
Core Competencies:
Detail-oriented with a proven ability to detect errors in a high-volume environment, exceptional organizational skills, and the capacity to work efficiently under minimal supervision.
Communication & Culture:
Outstanding verbal and written communication skills with the ability to interact professionally with a culturally diverse staff and consumer base.
Driver's License:
Must possess a valid California Driver's License and maintain an insurable driving record. Physical Demands & Work Environment Frequently required to sit, stand, and use hands to produce electronic or manual records. Must regularly lift/move up to 5 pounds and occasionally lift/move up to 10 pounds.
