Job Description
Job Overview We are seeking a dynamic and detail-oriented City Clerk to serve as the vital record-keeper and administrative leader within our municipal government. The City Clerk will oversee the management of official documents, ensure compliance with legal and regulatory standards, and facilitate effective information governance across city departments. Role Overview The City Clerk is the central administrative and financial heartbeat of the City of Andersonville. This role is ideal for a dedicated, detail-oriented professional who is committed to long-term growth and eager to master the complexities of municipal governance. Managing everything from the city treasury and official records to utility administration, the Clerk serves as a vital link between the Mayor, City Council, and the public. We are looking for a reliable individual who thrives on variety and is ready to invest in learning the specialized regulatory and financial frameworks of local government.
Core Responsibilities Financial Management & Treasury Municipal Finance:
Manage the city treasury, maintain the general ledger, and oversee all bank reconciliations and financial accounts.Budgeting & Reporting:
Prepare monthly financial statements, revenue estimates, and annual operating budgets.Tax Compliance:
Handle Georgia Department of Revenue filings, including Sales & Use Tax and quarterly wage reports.Accounts Payable/Receivable:
Manage the full AP lifecycle, vendor relations (SAVE/E-Verify compliance), andSPLOST/TSPLOST
fund administration.Administrative Leadership & Governance Records Management:
Serve as the official custodian of city records, ordinances, resolutions, and the city seal.Council Support:
Attend all Council meetings and public hearings; manage legal advertising, minutes, and the implementation of new municipal codes.Elections:
Act as the Superintendent of Municipal Elections, overseeing candidate qualifying and coordination with county and state election divisions.Open Records:
Function as the primary officer for Georgia Open Records Act requests, ensuring legal timelines and redaction standards are met.Human Resources & Payroll Payroll Administration:
Execute weekly payroll, manage all deductions (IRAs, garnishments), and issue year-end tax documents (W-2s, 1099s).Benefits & Insurance:
Administer health/life insurance, retirement plans, and workers' compensation audits.Personnel Oversight:
Maintain employee leave balances, work-category breakdowns, and sensitive personnel files with strict confidentiality.Utility & Public Works Support Utility Operations:
Manage billing and collections for water, sewer, and natural gas services.Cost Analysis:
Perform complex cost-of-service analyses to support utility rate evaluations.Procurement:
Oversee competitive bidding and quote requests in accordance with the Georgia Local Government Public Works Construction Law. Regulatory Compliance (Natural Gas)Drug & Alcohol DER:
Maintain compliance with PHMSA and DOT (49 CFR Part 199/40) regulations, including oversight of testing programs and Georgia PSC inspections. Public Awareness (PAP): Serve as the PAP Officer to implement pipeline safety and damage prevention programs (API RP 1162) for the public and emergency officials.
