Financial Accountant Accounts Receivable Specialist Salary $64,592.32 - $84,001.84 Annually Location C145-Treasurer Job Type Full Time Job Number 04309 Department Treasurer-Collector Opening Date 04/16/2026 Closing Date 4/30/2026 11:59 PM Eastern Description Benefits Questions Position Purpose/Summary Responsible for the development of systems and processes (technology-related and otherwise) to account, collect and report on fees, fines, assessments, charges and all other non-tax accounts receivable levied by the City. Pursues the collection of outstanding accounts receivable, working with others, and improves the City's databases and other technology systems to improve the quality of information included therein and the ability of information to be shared and used by others. Work is performed with considerable initiative and independent judgment under the general supervision of the Chief Administrative and Financial Officer, who reviews work through reports, conferences and results achieved. No supervision is ordinarily exercised over other employees. Essential Functions Develops systems and processes - technology and otherwise - to account for, collect and report on all non-tax accounts receivable for the City and all of its operating departments. Improves the collection of non-tax receivables by building an infrastructure that provides departments with improved information regarding receivables and by pursuing collection of receivables using existing City resources. Works with departments to improve their collection activities through the provision of improved information, centralizing collection where appropriate, and developing other structures and processes. Ensures systems and processes are built in such a way as to integrate seamlessly with existing and planned City technology infrastructure. Other duties as directed. Knowledge, Skills, and Abilities Ability to research and keep complex records and to prepare and present reports from such records. Ability to organize, develop, lay out, and install technical procedures and operations from general instruction. Thorough knowledge of modern office practices, procedures and functions, including, the application of Access, Outlook, Excel, and Word computer software. Considerable knowledge of business English, spelling, and arithmetic. Working knowledge of various City departmental rules, regulations, procedures and functions, especially as relates to the issuance of licenses, permits and inspections. Ability to complete assigned tasks according to strict standards of performance, independently and with a minimum of supervision. Ability to express oneself clearly and concisely, both orally and in writing. Ability to learn and effectively use new computer systems in a short period of time. Education and Experience Bachelor's degree in business administration or equivalent. Five years of experience working in large, complex organizations to improve operations, efficiency and effectiveness. Preference will be given to candidates whose experience involves work with multiple stakeholders who are outside of the control of the candidate. Experience in information technology and/or business process development/improvement is preferred. Ability to analyze and work with data, think critically and make recommendations based on information provided to them.
