Director of Special Education Position Summary:
The Special Education Compliance-Financial Officer ensures that the district meets all federal and state requirements under the Individuals with Disabilities Education Act (IDEA) while providing strong fiscal oversight of special education funding. This role bridges legal compliance, instructional practice, and financial stewardship to support high-quality services and improved outcomes for students with disabilities. The position collaborates closely with district leadership, school administrators, and Regional Professional Development Centers (RPDC) to strengthen systems, maintain compliance, and support continuous improvement.
What You'll Be Doing:
(Responsibilities) Other duties may be assigned. Monitor allocations, expenditures, fund balances and related financial activities for the purpose of ensuring that allocations are accurate, revenues are recorded, expenses are within budget limits and/or fiscal practices are followed. Establish and maintain Special Education Budget (operating, Entitlement grants, Early childhood Special Education funding, Medicaid, Maintenance of Effort, Etc. ). Formalize contracts or cooperative agreements with private and public agencies regarding delivery of goods and services. Maintain relationships with state special education financial staff and attend appropriate trainings. Work with Central Office financial staff regarding medicaid billings/reimbursement and the requirements of data collection/retention. Ensure accurate development, implementation and documentation of Special Education Evaluations and Reevaluations to ensure all required timelines are met. Conduct internal audits of student records and Special Education files to ensure compliance with IDEA. Ensure accurate development, implementation and documentation of Individualized Education Programs (IEP's). Keep the Director informed of current status. Monitor student enrollment and attendance in State Approved Private Agencies and contract obligations of facilities. Collaborates with human resources to confirm hires are correctly coded in PADS and in SIS for reporting purposes. Oversee hiring and separation of staff as it relates to core data/state reporting/budgets. Exercise proactive leadership in promoting the goals and mission of KCPS. Maintain and model high standards of professional conduct. Thorough knowledge of requirements of federal programs including, but not limited to the Individuals with Disability Act. Knowledge of requirements of state programs including but not limited to the Missouri School Improvement Program. Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.
