Duties Help As a Financial Specialist you will: Serve as a subject mter expert in the applicion of payroll directives, policies, and procedures, Federal Travel Regulions, Fair Labor Standard Act, and Title 5 Code of Federal Regulions in providing guidance on mters pertaining to payroll and travel. Manage OST's invoicing and de-obligion process within assignments to ensure th all obligions, costs, and payments are made according to contract terms and conditions. Perform analytical evaluions to identify actual or potential problem areas and trends of un-costed balances for all OST contracts which are approximely over $50 million. Serve as a subject mter expert for the Stregic Partnership Program (SPP), in preparing proposal packages for interagency agreements between OST and other Federal agencies. Perform complex financial analysis th requires re, travel estimes, locions supported, contractor cost, estimed hours for contractors and Federal Employees. In addition, to Contacting Officer Representive (COR) duties reled to contracts th are assigned. Prepare guidance/recommended action based on research of federal laws and regulions to support mission, along with obligion memorandums and requisitions to fund OST and contractor work on behalf of the sponsoring agency. SPECIALIZED EXPERIENCE REQUIREMENTS A

Specialized experience for this position is defined as: 1. Interpreting federal regulions, such as FTR, Title 5 CFR, and Fair Labor Standards and applying and resolving conflicts to provide advisement to all levels or the organizion in travel and payroll. 2. Experience in government budget and financial management to compile, analyze, evalue, reconcile, and report of multiple funding accounts as it reles to invoice payment based on contract T&C. 3. Interpreting federal regulions, policies, procedures as it reles to Stregic Partnership Programs for advisement in program execution; 4. Intermedie and/or advance MS-Excel skill required to analyze & manipule da & spreadsheets, in order to reconcile reports different levels of the organizion; 5. Effectively communice in writing and orally all levels of internal and external organizions. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through Nional Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizions.
