Duties Description Perform research, evaluation, and analytical studies relating to various economic and financial factors such as rate setting methodology, aid formulas, grants distribution, aid payment schedules to educational institutions, taxation, real property tax levy, and Medicaid reimbursement. This position is based in the Local Government Research Unit. The incumbent will be responsible for analyzing local government data and policy issues and independently producing reports on critical trends affecting municipalities and school districts using both internal and external sources. Topics include fiscal stress, state aid, local taxes, revenue and expenditure trends, public authorities, infrastructure and debt. Duties also include providing formal and informal training and presentations. The incumbent may supervise one or more staff. The minimum qualifications required for this vacancy. For appointment to a Program Research Specialist 2 (Economics Finance), you must have:
  • A bachelor's degree including or supplemented by NINE semester credit hours in statistics, biostatistics, economics, econometrics, research methods, mathematics, data analysis, or data modeling
PLUS THREE YEARS
of professional research experience in the collection and evaluation of quantitative data directed toward review and analysis of rate setting methodology, aid formulas, grant distribution, aid payment schedules to educational institutions, taxation, real property tax levy, or Medicaid reimbursement.

J.D. or master's degree may substitute for one year of the experience; a doctoral degree may substitute for two years of the experience.
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 and/or 70.1 of the Civil Service Law.
Transfer:
For 52.6 and/or 70.1 transfer to a Program Research Specialist 2 (Economics Finance), salary grade (SG)-23, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-21 or above. Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency's mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee's primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
