Job Description

The Treasurer is a locally-elected constitutional officer whose duties are mandated by the Code of Virginia and local ordinances. The Treasurer is elected at-large for a four-year term and provides direct service to all Loudoun residents and businesses. The principal functions of the Treasurer's Office include billing and collecting taxes for real and personal property, business licenses, and other services as specified by the Code of Virginia and local ordinances; acting as primary depository of revenue for all County agencies, including Loudoun County Public Schools (LCPS); investing and safeguarding County funds; reconciling County funds to bank and investment accounts; and providing outstanding customer service to taxpayers, County staff, and LCPS staff. The Loudoun County Treasurer's Office is seeking highly qualified applicants for the position of Cashiering Manager, primarily based in the Sterling location. The Treasurer's Office is responsible for the collection of real estate, personal property, and other County revenues. While the primary duty location is Sterling, the selected candidate may be required to provide coverage at the Leesburg location based on operational and business needs. This position is responsible for overseeing the daily cashiering operations and ensuring the accurate, secure, and efficient processing of tax payments and departmental transmittals. The incumbent manages the day-to-day operations of the Cashiering Team, including supervision of staff, enforcement of internal controls, and ensuring compliance with County policies, procedures, and applicable state and local regulations. This role also serves as a key resource for complex taxpayer inquiries and supports the overall operational effectiveness of the Cashiering Division.
Essential functions will include:
  • Supervising cashiering staff and managing daily front counter operations.
  • Managing performance plans and conducting employee evaluations.
  • Overseeing cashier closeouts, balancing procedures and bank deposits.
  • Ensuring compliance with internal controls, County policies, and applicable codes and ordinances.
  • Researching and resolving taxpayer inquiries, including complex or escalated issues.
  • Conducting periodic audits of cash drawers and petty cash.
  • Coordinating deposit pickups, courier schedules, and related operational activities.
  • Maintaining and updating cashiering procedures and identifying process improvements.
  • Serving as liaison between taxpayers, County departments, and external agencies.
  • Coordinating or assisting with special projects as needed.
The successful candidate will demonstrate strong communication and customer service skills, attention to detail, and the ability to manage multiple priorities in a fast-paced, customer-facing environment. Proficiency in Microsoft Office applications, sound judgment, and the ability to maintain confidentiality are required. Hiring salary will be commensurate with experience. Bachelor's degree with coursework in business, accounting, public administration, or a related field; one (1) year of related cash handling work experience; and six (6) months of supervisory experience; or an equivalent combination of education and experience. Bilingual Spanish English preferred. Salary commensurate with experience. Employment is contingent upon satisfactory completion of a criminal background and credit check. Normal working hours are Monday through Friday from 8:30 AM to 5:00 PM with mandatory overtime during tax deadlines.
