The Strategic Partnership (SP) team at Continental supports disruptive, nationwide lending, deposit, and payment platforms. Position Summary Continental Bank is seeking a BSA Officer to lead, enhance, and maintain the Bank's enterprise‑wide
BSA/AML/OFAC
compliance program, with a strong emphasis on fintech and strategic partnership oversight, including experience managing BSA/AML risks associated with international customers. This role is responsible for ensuring the Bank's BSA program meets regulatory expectations, scales with growth, and effectively mitigates financial crime risks across complex products, delivery channels, and partner relationships. The BSA Officer will serve as a key point of contact for regulators, auditors, senior management, and strategic partners, and will play a critical role in shaping program governance, risk assessments, monitoring frameworks, and issue remediation. This is an opportunity to build and refine a modern BSA program within an innovative, high‑growth banking environment. Primary Responsibilities
  • Serve as the Bank's designated BSA Officer, with responsibility for administering and maintaining the BSA/AML and OFAC compliance program and ensuring compliance with applicable laws, regulations, and FinCEN guidance.
  • Oversee BSA/AML risks related to international customers, transaction activity, cross border exposure, and regulatory expectations.
  • Develop, implement, and periodically enhance BSA/AML policies, procedures, and internal controls to align with regulatory expectations and business growth.
  • Oversee transaction monitoring systems, alert review, investigations, and SAR decisioning and filing to ensure timeliness, accuracy, and effectiveness.
  • Analyze trends in transaction monitoring alerts, SARs, customer complaints, and other financial crime indicators to identify emerging risks and recommend control enhancements.
  • Maintain oversight of strategic partners' BSA/AML programs, including KYC/CIP, customer due diligence, enhanced due diligence, and sanctions screening; review and challenge partner controls and program effectiveness.
  • Collaborate with Compliance, Legal, Operations, and Technology teams to address partner related and enterprise BSA/AML risks.
  • Serve as a subject matter expert and advisor to business units on new products, services, high risk customers, and complex transactions.
  • Act as the primary point of contact for BSA/AML and OFAC related regulatory examinations, audits, and independent reviews.
  • Prepare clear, concise reporting for senior management and the Board of Directors regarding BSA/AML risks, metrics, and program effectiveness.
  • Remain current on state and federal banking laws and regulatory developments impacting the BSA/AML and OFAC compliance program. Qualifications
  • 7+ years of banking or financial services experience with a strong focus on BSA/AML and OFAC compliance in both credit and deposit operations.
  • Bachelor's degree or equivalent professional experience.
  • CAMS certification strongly preferred; CRCM or similar compliance credentials are a plus.
  • Demonstrated experience serving as, or supporting, a BSA Officer or Deputy BSA Officer.
  • Proven ability to conduct BSA/AML risk assessments, oversee transaction monitoring programs, and manage SAR, OFAC, and FinCEN 314(a)/(b) processes.
  • Experience with fintech partnerships, complex payment flows, digital banking products, and/or deposit and payment systems strongly preferred.
  • Strong understanding of regulatory expectations and examiner perspectives.
  • Excellent written and verbal communication skills, with the ability to present complex topics to senior leadership, regulators, and Board audiences.
  • Prior experience working with a fintech, bank, regulator, and/or consumer finance business.
  • Working knowledge of broader consumer and commercial banking regulations (e.g., UDAAP, ECOA/Fair Lending, FCRA, TILA, EFTA, privacy laws) as they intersect with BSA/AML and financial crime risk.
