Job Summary:
The Homeownership Programs Manager manages Habitat Minnesota's downpayment assistance (DPA) loan program and other mission-oriented loan and grant programs that focus on supporting Habitat for Humanity affiliates. This role leads the day-to-day downpayment assistance program and supports strategic growth in loan and grant initiatives. The Manager serves as a key liaison with twenty-four Habitat affiliates throughout Minnesota and program funders.Reporting Relationships:
The Homeownership Programs Manager reports to the Lending Programs Director, is a key staff member of Habitat Minnesota's Community Development Financial Institutions (CDFI) work, and has no direct reports. Salary and Benefits Habitat Minnesota offers a comprehensive benefits package that includes vacation and sick leave, 401K match, flexible work schedule, health and dental benefits, and others. The salary for this position is $65,000 to $70,000 annually.KEY RESPONSIBILITIES
- Apply for loan and grant programs to support the Habitat affiliate network promote affordable and sustainable homeownership.
- Maintain detailed understanding of overall grant and loan program requirements, disbursement processes, homebuyer income review, and required compliance documentation.
- Communicate requirements to affiliates, including tracking and notifying affiliates of changes to program guidelines and updating guidelines.
- Process and underwrite homebuyer and homeowner loans, including performing income eligibility reviews, managing disbursement/funding requests, reviewing other required program documentation, drafting loan closing documentation, and ensuring the collection of post-closing and reporting documents.
- Work with funders to support successful program deployment to meet mission objectives and program requirements.
- Provide technical assistance to Habitat affiliates on programs and mortgage lending, including developing and delivering trainings with defined learning objectives, and provide one-on-one technical assistance.
- Maintain program reports, compliance requirements and database tracking related to loan and grant programs.
- Maintain positive working relationships with affiliates and funders.
- Support Sustainable Building Director with income eligibility reviews and quality control review of required funder documentation, such as Minnesota Housing requirements for value gap. Loan and Grant Management
- Manage day-to-day loan and grant pipelines.
- Manage various stages of loan and grant processing including supporting Habitat affiliates with program requirements, documentation requirements, and ongoing technical assistance.
- Process loan satisfactions, to include recapture of funds and redistribution of program funds.
- Organize and maintain all loan and grant documentation at Habitat Minnesota, with funders, and the loan servicer.
- Aid in the implementation of loan management software and create reports from system once implemented. Secondary Responsibilities
- Participate in loan committee meetings.
- Develop an understanding of Habitat International Affiliate Operations and other related policies to support technical assistance and training support for affiliates.
- Work with affiliates to maintain good standing status with Habitat International for the Qualified Loan Originator (QLO) requirement, support the annual QLO training for affiliates, and support requirements pertaining to the mortgage licensing SAFE Act exemption.
- Support the development of new loan and grant strategies and programs.
- Assist with cross-departmental projects and requests for loan and grant data.
- Participate in and attend Habitat on the Hill, other advocacy events, conferences or trainings, especially those connected to housing finance and lending compliance, as relevant.
- Attend and participate in staff meetings.
- Other duties as required. Required Qualifications/ Experience/ Education
- A relevant degree or comparable professional experience is required.
- Experience with community development lending, mortgage lending or affordable housing programs
- Able to work proficiently in a Point environment, with loan software, and Excel spreadsheets.
- Willingness to travel, primarily within the state of Minnesota, and a valid driver's license. Preferred Knowledge/Skills/Other Characteristics
- Senior level (5+ years) loan processor/mortgage underwriter or homeownership lending program management experience: Demonstrated ability to lead all phases of loan program management ranging from applying for funding, to processing and underwriting downpayment assistance loans or other grant/loan-based assistance, to compliance and reporting.
- Mortgage lending or residential real estate experience: Ability to support Habitat affiliates to originate compliant homeowner loans (first mortgage, downpayment assistance, home improvement).
- Detail orientation: Ability to manage loan and grant details to ensure accuracy, quality and thoroughness in work.
- Strong customer service orientation: Patience and willingness to work with Habitat affiliates to train and secure necessary documentation to underwrite downpayment assistance loans.

Able to collaborate with a variety of stakeholders including local Habitat affiliates, funders and internal team members.

- Habitat Minnesota business hours are between 9:00 - 5:00 pm; staff schedules vary based on working preference and demands of the position.
- Position may work some evenings to meet organizational needs.
- The regular work schedule supports hybrid work with Mondays and Wednesdays in-office; internal meetings are purposefully scheduled these days to maximize collaboration. For the initial onboarding period, in-office days are required at least three days per week to foster a supportive onboarding environment.
