General Purpose:
The HR/Payroll Manager will support the Director of Staff Development (DSD), Director of Nursing (DON), and Administrator in implementing HR policies and managing payroll functions. This role is vital for creating a positive work environment that aligns with the organization's goals and values.
Essential Duties:
Uphold organizational goals and values while maintaining strict confidentiality. Follow the established schedule and instructions from supervisors while adhering to company policies and procedures. Organize and facilitate the orientation process for new employees, ensuring compliance with regulations regarding care philosophy, resident rights, safety, and infection control. Stay informed about legal requirements and government reporting regulations affecting HR functions. Assist in recruiting, interviewing, and onboarding new employees, including candidate screening and scheduling. Enter required data into HR information systems accurately. Prepare reports on various HR topics as requested. Update and maintain employment records concerning hiring, transfers, promotions, and terminations. Manage benefits programs, including health, dental, life insurance, disability, retirement plans, and leave policies. Collaborate with the Risk Manager on complex HR and workers' compensation cases. Schedule in-service training sessions and maintain attendance records for employee orientations. Coordinate safety programs and schedule health examinations and tests as needed. Document and coordinate all fire drills and internal disaster drills as required. Communicate courteously with staff, residents, and the public, promoting favorable public relations for the facility. Post job openings as requested and provide information to applicants about available positions. Ensure timely and accurate processing of payroll transactions, including garnishment orders and payroll specifications. Review payroll records to update changes in exemptions, insurance, and job titles. Distribute paychecks or facilitate electronic transfers/direct deposits. Prepare payroll reports detailing employee earnings, taxes, deductions, and leave balances. Process manual and termination checks in a timely manner. Verify and calculate payroll liabilities to ensure compliance with federal and state regulations. Monitor sick and vacation accruals and manage verification of employment requests. Prepare payroll allocation reports for the finance team and reconcile payroll before transmission. Maintain payroll confidentiality and support complex HR cases as needed. Conduct regular audits to ensure compliance with HR regulations.
Supervisory Requirements:
This position may include supervisory responsibilities for an HR Assistant.
Qualifications:
High School Diploma or equivalent required; two years of college education preferred. A minimum of 2 years of administrative experience, preferably in an HR or payroll department. Strong interpersonal and customer service skills are essential.
