Payroll and Worker's Compensation Claims
POSITION GOAL
Administration of the Insurance Program, Flexible Benefits, Cobra, Prescription Drug Plan, Workers Compensation, OSHA, and payroll processing. Perform various accounting functions as needed.
PERFORMANCE RESPONSIBILITIES
1. Manages, plans, and supervises the work flow and daily operations of the payroll and related employee functions to assure timely and accurate execution of those programs, with responsibility to trouble-shoot and resolve day to day problems. 2. Trains, supervises, and evaluates payroll and insurance clerks. 3. Coordinates all third party administrative functions. 4. Oversees insurance committee function. 5. Evaluation of Payroll and Insurance benefit processes for efficiency, effectiveness, and compliance with standard and sound fiscal practice. 6. Maintains up to date knowledge and understanding of statutes, regulations, contracts, policies and procedures governing the payroll and benefit administrative functions. 7. Prepares detailed and summary financial reports to meet internal and external reporting requirements in assigned area of responsibility. 8. Represents the District at grievance hearing, court appearances, audits, and other internal and external meetings. 9. Serves as resource to staff, retirees, departments and other areas as interpreting policies, regulations and statues, analyzing needs and resolving problems as they arise. 10. Supervises payments of insurance related bills. 11. Assures cash flow is maintained for insurance and workers compensation processes. 12.
Maintains accurate employee records:
a. Coordinate new employee insurance sign-ups. b. Coordinate open enrollment. c. Coordinate employee information changes. d. Coordinate Cobra eligibility. e. Coordinate flexible benefits. f. Maintain records and files of Workers' Compensation cases. 13. Supervises the application of payroll deductions from earnings as directed by government agencies for federal and state withholding taxes, FICA taxes, and state retirement plans. Supervises the maintenance of controls and monthly, quarterly and annual reports. 14. Supervises the application of payroll deductions from earnings as permitted by the Board of Education. 15. Ensures the preparation and submission of all IMRF, TRS, Federal and State Tax Returns and related annual reports. 16. Performs such other duties and assumes other responsibilities as may be assigned by the Comptroller/Treasurer.
KNOWLEDGE AND CRITICAL SKILLS
1. Knowledge of payroll software and computer operations. 2. Advanced knowledge of sound fiscal controls, practices and laws governing payroll, workers compensation, and employee benefit processes. 3. Strong communication skills. 4. Ability to write comprehensive reports and strong analytical abilities.
EXPERIENCE
1. Bachelor's degree plus one year payroll or payroll related experience, or equivalent trainings, and experience with at least five years payroll experience, preferably at an educational institution or governmental agency. 2. Supervisory ability and the ability to manage a large payroll/benefit operation.
