Purpose of Position:
Under the general direction of the Senior Director of Human Resources, the Payroll Supervisor coordinates and performs timely and accurate processing of multiple payrolls for the Madison Metropolitan School District. The Payroll Supervisor maintains the payroll work calendar, ensuring timely payment and reporting of payroll withholdings and pay, and is responsible for completing quarterly and yearly tax reports. The Payroll Supervisor partners with internal departments to provide guidance, build working relationships, and resolve escalated issues. Key responsibilities include ensuring compliance with approved policies and procedures, processing overtime payments, payroll deductions, employee terminations, leaves, tax documentation, and other payroll operations. The Payroll Supervisor collaborates closely with pay processors, school administrators, teachers, and staff to meet district payroll needs while promoting cost efficiency and delivering excellent customer service. This role also supervises payroll staff, including hiring, training, mentoring, performance evaluation, and fostering a supportive, high-performing team environment. The ideal candidate demonstrates integrity, a commitment to continuous improvement, and the ability to cultivate an inclusive, positive workplace culture within a complex, multi-faceted operation.
Supervisory Responsibilities:
Supervisory responsibilities will include supervision of the payroll staff team members. Supervisory duties include using approved hiring practices to recommend hires to the human resources senior executive director, providing training, providing ongoing feedback through regular check-ins and weekly one-on-one coaching, and identifying development opportunities for each team member.
Essential Duties and Responsibilities:
Payroll Operations & Supervision (30%) Oversee the day-to-day operations of the Payroll Department. Responsible for the processing and closing of multiple biweekly and monthly payrolls. Plan, develop, and implement training and growth plans for direct-report staff to ensure continued technical skill development, comprehensive program understanding, and, where appropriate, leadership skills. Establish and maintain departmental policies, procedures, and practices within programs to ensure that employee work schedules are fair and flexible where appropriate, while ensuring that all MMSD staff receive consistent and high-quality service and that work tasks are completed in a timely manner. Provide ongoing performance feedback, address performance and conduct issues, while supporting the resolution of staff concerns and work-related challenges Establish and maintain effective relationships at all levels of the organization, and model relationship-building with colleagues. Provide support and coverage for staff and operations as needed. B. Payroll Processing & Transactional Oversight (30%) Oversee and perform the processing of biweekly and monthly payrolls to ensure accuracy and timeliness Process payroll transactions, including adjustments, data imports, system updates to ensure accurate payroll processing Monitor accurate administration of payroll deductions, including pre-tax and post-tax deductions, garnishments, child support and retirement contributions such as 403 (b) and Wisconsin Retirement System (WRS) Oversee payroll system transactions, data validation, and related approvals within internal and external systems Coordinate day-to-day payroll operations and communication between the Payroll Department and other internal departments in accordance with set priorities. Create, maintain, and process summer school and administrator payrolls. C. Compliance, Systems & Financial Controls (25%) Ensure compliance with all applicable federal, state, and local payroll laws, regulations and reporting requirements, including timely tax filings such as W-2's and other required submissions. Prepare and coordinate internal payroll reports and operational metrics for MMSD leadership and the Board of Education Coordinate and ensure timely and accurate submission of required payroll reports and filings to state and federal agencies Implement processes that ensure all required federal, state and local taxes, Social Security contributions, and other benefits-related deductions are withheld from individual paychecks and administered correctly. Implement improvements to processes, procedures, and workflows to create efficiencies and contribute to the development of payroll-related policies and procedures. Ensure accurate accounting and reporting on all payroll-related feeds to finance. Perform and oversee accurate, correct, and timely payroll reconciliations and audits, and troubleshoot any issues that arise. Ensure benefit time off accruals are accurate, resolve any out-of-range or leave-balance issues, and take appropriate action to avoid leave overuse, including administrators' benefit time off balances. D. Organizational Responsiveness (10%) Serve on committees/workgroups as assigned and actively participate in position-related meetings and trainings Review and respond to Open Records Requests or other requests in accordance with the statute and other pertinent policies. Respond to internal and external inquiries promptly, providing timely guidance, clarification, and support regarding payroll systems, processes and related information. Recommend and support the implementation of operational procedures and processes to support Financial Services operations while maintaining compliance with established policies Ensures internal controls are in place and maintains compliance. Escalates high-level and all service issues to the Senior Executive Director of Human Resources or designee. Communicate payroll-related information, including deadlines, technical and confidential information to all levels of staff/student employees and outside contacts as appropriate. E. Other duties as assigned (5%) Performs other duties as assigned by the senior director of human resources or their designees. Represent payroll operations at district functions, board meetings, and workgroups to support strategic initiatives that support MMSD's strategic framework, initiatives, and core values. Complete district-required training and maintain knowledge of practices related to job responsibilities. Cultivate and maintain collaborative partnerships with internal and external stakeholders. Extensive knowledge of accounting and payroll functions, including preparation, auditing, balancing, internal control, and payroll taxes Excellent organizational skills with the ability to manage multiple priorities, meet deadlines, and work effectively under pressure Knowledge, application, and reporting functions of applicable federal, state, and local laws, rules, regulations, codes, and other statutes and regulations related to payroll processing Excellent attention to detail to ensure accuracy Knowledge of integrated payroll and human resource systems, with the ability to ensure accurate data flow between systems Knowledge of internal control principles Ability to analyze processes and implement improvements to increase efficiency, accuracy, and effectiveness Ability to provide high-quality customer service and collaborate effectively with internal and external stakeholders Ability to handle sensitive and confidential information appropriately Strong analytical and problem-solving skills and application of salary and compensation calculations Strong supervisory and leadership skills, including the ability to guide staff, coordinate work activities, and support team performance Proficient with Microsoft Office Suite, Google Suite and payroll systems, including the ability to learn and effectively use related software and reporting tools
Required Qualifications:
Bachelor's Degree in Business Administration, Accounting, Human Resources, or related field or equivalent combination of education and experience that provides the required knowledge, skills, and abilities Minimum 5 years of similar work experience in payroll, compensation, accounting, and/or finance Experience using various HR payroll systems Experience interpreting compensation guidelines (State and District) Experience working in a fast-paced urban school district or comparable government/private sector work preferred
License or Certification Requirements:
None.
Physical Requirements:
Ability to work under generally safe and comfortable conditions where exposure to environmental factors is minimal and poses little to no risk of injury. This position requires the ability to lift up to 25 pounds occasionally and may involve walking, sitting, stooping, or reaching. Manual dexterity is necessary for completing general tasks while operating office equipment. This position may require prolonged periods of stationary work. Ability to perform work in a variety of indoor and outdoor environments throughout the year, including in inclement weather, spaces without air conditioning, and areas where temperatures may be uncomfortable or fluctuate rapidly.
Working Conditions:
Work requires travel to different locations within the district and to off-site meetings. Position may require occasional work on evenings, holidays, and weekends. Certain positions within the District may allow hybrid work flexibility for a portion of their work schedule, depending on the needs of the position and the work unit.
