The Payroll Manager provides leadership and oversight of all district payroll operations and employee benefits programs, ensuring employees are compensated accurately, timely, and in compliance with applicable federal, state, and district regulations. This position supervises payroll staff; develops and implements efficient payroll and benefits processes; conducts audits; and collaborates closely with Human Resources, Business Services, and Information Technology to support employees and enhance district systems. The Payroll Manager serves as a key resource for payroll, benefits, retirement, and related compliance matters. This position also supports employee onboarding, implementation of collective bargaining agreements, regulatory reporting requirements, and district-wide compliance initiatives while maintaining the highest standards of accuracy, confidentiality, and customer service. Essential Functions Oversees and administers the daily payroll operation. Plans and organizes staff workloads and assignments. Directs changes in priorities and schedules as needed to ensure payroll is accomplished in a timely, accurate, and efficient manner according to appropriate guidelines and regulations. Supervises and develops, with staff, effective work methods and performance standards. Initiates and implements corrective or remedial activities as necessary. Supervises the Employee Benefits program, including medical, dental, vision, life, LTD, FSA, & DCAP benefits.. Other programs supervised include Department of Retirement, VEBA, Worker's Compensation, Shared Leave Program, Voluntary Retirement Savings programs (403(b) annuities and (457(b) Deferred Comp program), and Section 125 Flexible Benefits Plan. Coordinates the Employee Wellness Committee.
Manages employee retirement programs including:
verifying retirement eligibility, enrolling members, reporting retiree status, reporting and compliance, transfer of employer and employee contributions, and supporting employees preparing for retirement. Generates, edits, and analyzes monthly payrolls. Analyzes payroll data. Edits and verifies needed corrections. Balances monthly payroll to year-to-date payroll. Coordinates completion of data entry for final payroll run. Communicates payroll system needs, requirements, and timelines to various users. Provides user training. Identifies needs and develops appropriate responses. Retrieves information from auxiliary payroll systems, such as, but not limited to: Transportation, Sub Desk, Athletics, Interpreters, and Food Service. Serves as a District resource for the payroll and benefits functions of the fiscal data processing system. Works with the Human Resources and Information Technology to enhance, change, and test the payroll information system. Partners with Human Resources and Business Services in onboarding and training new employees district wide. Supervises the District's Shared Leave Program. Manages the transfer of leave between employees and leave pool balances. Coordinates Section 125 Flexible Benefits Plan. Monitors input for accuracy and completeness. Processes all tax deductions, deposits, and filings. Ensures compliance with state and federal regulations. Performs independent and manager-assisted internal payroll audits for operating departments. Analyzes manual and automated processes. Plans and initiates procedures and systems to streamline processes and audits. Monitors employee payroll deductions to ensure compliance with IRS regulations. Communicates changes and timelines to participants. Monitors the effectiveness of third-party administrators and brokers. Makes recommendations for changes in administrators or insurance brokers. Develops scope of work, prepares requests for proposals, and selects third-party administrators. Processes accounting adjustments and changes, performing year-to-date, quarter-to-date, and month-to-date balancing of payroll to the fiscal system for all federal, state and local entities, including but not limited to IRS 941, Worker's Compensation and Employment Security reports. Calculates and remits Federal withholding and FICA (Social Security and Medicare) taxes. Calculates additional income as defined by the IRS guidelines. Processes annual W2s. Balances W2s to quarterly federal tax filings and to employee year-to-date earnings. Oversees implementation of the Affordable Care Act and other procedures related to legal compliance. Processes annual 1095 Forms. Ensures proper implementation of new or amended collective bargaining agreement provisions regarding pay and employee benefits, including cash out of unused leave under VEBA. Recommends the most efficient and/or appropriate method for performing the changes. Provides collective bargaining support as needed. Answers District employees' payroll questions in person, by telephone, or in writing. Oversees quarterly billing, prepares reports, and reviews unemployment compensation data. Process court and legal orders for wage garnishment, including withholding taxes, child support or tax levies in accordance with federal and state regulations. Monitor compliance with Tax-Sheltered Annuity guidelines, ensuring payroll deductions and salary reductions do not exceed annual statutory limits. Maintains and ensures leave balances are accurately tracked, accrued, and paid out in alignment with company policies and labor laws. This involves configuring accrual rules in payroll software, auditing time-off requests, and adjusting pay for leaves of absence. Participates in ongoing leadership professional learning with other district administrators. Knowledge/awareness of own cultural identity and how this influences behavior, and desire to learn about the cultural identity of others. Ability to establish and nurture an environment that promotes cultural competence and equitable treatment of staff, students, and patrons of the District. Ability to recognize that each person is a unique individual even as we celebrate their group cultural heritage. Knowledge, Skills, and Abilities High level of integrity and dependability with a strong sense of urgency and results orientation. The ability to clearly present financial data and information to stakeholders with non-financial backgrounds. Skilled at organizing resources and establishing priorities. The ability to formulate, implement and evaluate cross-functional decisions that will enable the district to achieve its objectives. Experience managing employees is required. The ability to develop effective working relationships with diverse individuals at all levels is required. Excellent teamwork skills are essential. Thorough knowledge of federal, state and local laws, Board policies and regulations related to payroll, reporting and internal controls is required. Must have excellent planning and organizational skills and efficiency as a financial leader. A strong working knowledge of computer applications to include MS Office software, Google platform, and numerous internal databases and accounting software is required, including advanced knowledge level of spreadsheet software. Must be able to coordinate the activities of several areas all having numerous responsibilities and varying deadlines. The ability to gather data, compile information, and prepare reports is required. Ability to perform complex payroll calculations. Ability to perform accurate, detailed work. Ability to plan and organize daily, weekly, and monthly workloads to meet inflexible deadlines. Ability to read, understand, and interpret complex documents. Ability to work cooperatively with other District staff and the public. Ability to maintain confidential information. High school diploma or general education degree (GED) (submit copy with application) Five (5) or more years of work experience in successful payroll, human resources, accounting, and/or benefits administration. Public K-12 experience preferred. Two (2) or more years experience working in a supervisory capacity.
PREFERRED QUALIFICATIONS
Experience as an administrator with Skyward or Qmlativ Payroll Information Systems. Washington Association of School Business Officials Certified School Business Administrator (WASBO-CSBA) Bachelor's degree in business administration, finance, or related field
